Job purpose:
The Chief Financial Officer is the administrative head of the Budget and Treasury Office is responsible for providing strategic financial support to the organization. The incumbent will be accountable for the day-to-day financial management, and in particular the statutorily assigned functions of the post.
Requirements:
At least a NQF Level 7 qualification in the fields of Accounting, Finance or Economics .
A qualified Chartered Accountant (SA) will be preferred.
Minimum of five (5) years’ experience at senior and middle management levels of which at least two must be at senior management level.
Financial and supply chain management competencies as prescribed in the Regulations
Leading and core competencies as prescribed in the Local Government Competency Framework for Senior Managers
A Certificate in Municipal Financial Management, Certificate Programme in Municipal Development (CPMD) or registration with a recognised professional body (a recommendation).
Must demonstrate a thorough knowledge of and experience in the application of legislative prescripts.
A valid Code B driver''s licence.
Key Performance Areas :
Advising the Accounting Officer and Senior Managers on the exercising of the powers and duties conferred on them in terms of the MFMA and the preparation and implementation of the municipal budget in line with the MBRR.
Advising the Executive Mayor and other office-bearers on financial and economic strategies, policy formulation, procedures and by-laws and the implementation thereof.
Preparing and submitting regular reports to the Council, Executive Mayor and national and provincial departments, as prescribed by statute and policy.
Controlling the budget and monitoring spending patterns and income generation in terms of Council ''s approved SDBIPs, all supply chain management processes, and expenditure control, development and implementation.
Monitoring and controlling proper accounting systems, preparing annual financial statements in accordance with GRAP, cash and investment management, billing processes and revenue collection, financial and asset risk management, and the operation of the internal insurance fund and development.
Monitoring and maintaining a credible asset register in line with GRAP 17 and Treasury Regulations and developing and implementing municipal-wide internal control systems.
Managing the human resources of the Budget and Treasury Office, so as to contribute to labour harmony and minimise disputes.
Developing and implementing revenue enhancement mechanisms.
Implementing credible and effective SCM processes, in line with the PPPFA and Treasury Regulations.
Developing a financial turnaround plan for the Municipality.
