Chief Financial Officer

Min. requirement - Post Graduate Degree in Accounting/Finance or equivelant
Min of 5 years experience in the management of financial matter within the Public Sector
Extensive knowledge of PFMA, Treasury Regulations and other relevant legislative frameworkds
Sound technical knowledge of GRAP and IFRS accounting frameworks, budgeting, supply chain management, financial management and asset management of Public entities
Preparation of annual financial statements and budgets for Public/Municipal Entities or Municipalities
Excellent working knowledge and experience in word processing, spreadsheets and presentation software packages
Sound strategic and leadership capability in ensuring that there is adequate financial Accountability.

Scope and deliverable's
Implement effective controls and evaluations systems to ensure overall oversight over financial management activities of the entity.

Improved decision making through analysis, interpretations and appraisals of financial and non financial reports
Ensure compliance with all legal prescripts
Preparation of annual budgets and cash-flows aligned to service delivery requirements as per the strategic plan
Effective revenue collection and revenue maximisation
Effective control over expenditure, minimizing over/under spending
Prevention of irregular, fruitless and wasteful expenditure
Safeguarding all assets of the entity by implementing sound asset management policies and procedures
Exercise proper controls over all financial reporting, cash management, debt management revenue and debt collection and liabilities
Comply with all reporting requirements in terms of International Financial Reporting Standards
Ensure efficient and effective implementation of supply chain management processes
Manage the internal audit function, risk function, external auditors and liaise with the audit committee
Administer the process of tabling reports viz., Strategic Plan, Annual Performance Plan and Annual Report
Support heads of departments in the execution of their functions in terms of the PFMA and Treasury Regulations
Provide advise to the CEO and the Board of Directors on the PFMA and financial issues
Implementing an effective electronic Financial Management System
Ensure that all statutory reports are compiled and submitted in accordance with legislative requirements
Ad-hoc duties as agreed by the CEO and Board of Directors.
