JOB PURPOSE:
The Design Manager is responsible for all aspects of activities directly associated with the build phase of the pro-ject. His /her role in an organization is to utilize the knowledge, skills, creativity, and experience acquired from previously working in several engineering industries to create and produce new ideas and concepts for the func-tionality of products and services. This is a technical role which includes implementation, survey and de-sign/consultancy functions for both passive and active infrastructure. To be able to successfully understand cus-tomer’s requirements, work as part of a team or solely with the customer to first understand the requirement and then design the network solution accordingly. The solutions will be required for new and existing networks.

Education/Qualifications and Experience:
? Computer Science degree or equivalent qualification
? Professional registration advantageous
? At least four years of experience using, building and maintaining combination of following network vendors: CISCO, Fortigate/ Forti-analyzer, Checkpoint, Juniper, Moxa, Hirschman, Ubiquity
? Geometric design of national and provincial roads
? Experience in Civil-3D, Civil Designer and AutoCAD
? Minimum 5 years’ experience

Skills:
• Expertise in Cisco (W)LAN switches and routers
• Network Security skills (Checkpoint, Juniper, Moxa, Cisco, Hirschman)
Demonstrates expert understanding of network devices deployment, configuration, testing & administration
Network Equipment Setup, Refresh and Migrations experience (properly coordinate equipment stand up and
• coordinate migrations.)
• Multiple years of experience engineering and supporting enterprise network solutions
• Has expert experience of designing and engineering solutions in distributed network infrastructure, equipment
and related technologies (e.g. Appliances, Networks and Virtualization).
• Leading the development and delivery of specific project work packages including the installation, configuration and administration of network equipment
• Demonstrates an in-depth understanding of unit testing and configuration & defect lifecycle management.
• Demonstrates an expert understanding of Network concepts, design and customization
• Produce design/deployment information for the installation of equipment and record the design. The design information produced must coherent and well structured. The staging engineers must be able to produce a network implementation from the discovery engineer. Additionally, all work produced must be to the quality, required by the customer.
• Provide an accurate assessment of all the active and passive components required to complete the new
• installation, excluding the fixed cabling infrastructure.

DUTIES & RESPONSIBILITIES INCLUDE BUT NOT LIMITED TO:

? Identify processes to ensure design deliverables are implemented for ER Review
? Compile, review and manage regional design and build schedules
? Develop a Design Deliverable List
? Develop an Outline Design Proposal and Functional Design Specifications
? Develop a Configuration Management Plan to ensure all Design Deliverables are appropriately numbered and revision tracking is in place
? Ensure that all Health, Safety and Environmental (HS&E) and Access Arrangements procedures are being adhered to and that records are being kept up to date.
? Ensure that all Quality Assurance and Quality Control (QA/QC) Procedures are being adhered to and that records are being kept up to date.
? Ensure that all sub-contractors have sufficient resources to meet the Design and Build Schedule
? Ensure that all the standards of the work are acceptable.
? Ensure the design team has sufficient hardware and software recourses to efficiently carry out their tasks
? Ensure works are carried out in accordance with the approved design documentation and ensure any devia-tions are controlled and approved by the relevant design authority
? Ensures that any designs undertaken by sub-contractors or suppliers have been approved as defined within the sub-contractors or supplier’s QA/QC Procedures.
? Establishment of System Functionality in accordance with the Contract
? Identify all issues (Design, Resource, Procurement,) which may influence design and build progress
? Implement, review and approve the weekly Progress reports
? Implement, review and approve the Monthly Progress reports
? Liaison with National Design and Build & Program Manager with respect to national schedule
? Monitor the ER Review process to ensure that review timescales are in accordance with the contract
? Provide input into the National Delivery Programme to ensure that all design activates are included.
? Scheduling of Design Deliverables in accordance to National Delivery Programme and Contract Milestones
? Securing Variation Orders and implementation thereof
? Setup a Design Management Plan to ensure that all external interfaces are controlled, that the production and progress of all design deliverable is tracked and recorded, that the ER Review is properly coordinated and planned, that an internal QA/QC
? Track activities on a weekly basis, to ensure design and build progress are in accordance with the schedule and provide mitigation on delays.
? With the ER develop a Design Review Grading system such that deliverables are not rejecting for non-critical issues
? Definition of each testing phase in accordance with the Contract Requirements.
? Participation in the development and review of Test Procedures and QA/QC Checklists / Templates for each testing phase.
? Programming of each testing phase in accordance with the Project Milestones.
? The definition and management of Technical Interfaces associated with each testing phase.
? On site supervision and Main Contractor sign-off of each testing phase.
? Liaising with in-house and external resources associated with the Testing to ensure that all aspects of the testing is progressed efficiently.

TESTING AND COMMISSIONING
? Responsible for attending site inspections for field installations and completing QA/QC documentation.
? Responsible for attending testing and commissioning sites and completing the QA/QC documents repre-senting TETI.
? Coordinating with subcontractors and the ER is scheduling testing and commissioning activities.
? Prepare reports to management on test and commissioning results.
? Review test plans to become familiar with test procedures.
? Perform other related duties as required.
