The purpose of this position is to direct and effectively manage the Capital Procurement tendering and contract administration in order to ensure adherence to Procurement policy, thereby streamlining the procurement process.
To participate in the contract administration process thereby ensuring commercially sound contract practice, consistency and cost efficiency.

KEY OUTPUTS:

Procurement Functions
1. Convening Cross Functional Sourcing Teams (CFST’s);
2. Completion of the Advice to Procurement (ATP) document;
3. Advice on the correct contracting strategy;
4. Assisting in the preparation of Procurement Package Plans;
5. Preparing advertisements for tender;
6. Preparing tender documentation;
7. Attending and chairing compulsory clarification meetings;
8. Responsiveness testing on returned tenders;
9. Seeking clarification from Tenderers;
10. Facilitation of the commercial evaluation of tenders;
11. Chairing of the evaluation of tenders;
12. Preparing the submission to the Acquisition Council for approval to award a tender;
13. Seeking tender validity extension if required;
14. Preparation of contract documents;
15. Obtaining Bonds from suppliers and managing Bonds appropriately;
16. Preparation of weekly project status reports; and
17. Ensure good governance through correct application of the PPM and PFMA

Contract Management Functions
1. Attend project progress meetings;
2. Attend risk reduction meetings;
3. Maintain the following registers:
? Risk register
? Compensation event register
? Project Manager’s instruction register and contract Register
4. Draft Project Manager’s instructions on behalf of the Project Manager;
5. Draft notifications of Compensation Events on behalf of the project Manager;
6. Draft Early Warnings on behalf of the Project Manager;
7. Draft notifications on behalf of the Project Manager;
8. Prepare contract amendments and Acquisition Council Submissions;
9. Compilation and implementation of Compensation Events on behalf of the Project Manager;
10. Reviewing contractor payments prepared by the Contract Administrator; and
11. Provide advice and guidance on contractual matters.

REQUIREMENTS:

Qualification
Essential: B.Sc./BTech /NHD/Dip in Engineering/Quantity Surveying or B Com Supply Chain
Preferred: BSc/BTech /NHD/Dip in Engineering/Quantity Surveying or B Com Supply Chain with MCIPS together with Strong NEC Contract Management background

Experience Required
At least 5 years of experience in Engineering Contract Management or Capital Procurement or a combination of both.
Specialist Knowledge
1. Contract management on the NEC suite of contracts
2. Technical report writing
3. Sound financial management and compliance to PFMA
4. Adherence to good corporate governance principles
