Job Title: Chief Operating Officer (COO)
Department: Executive Management (Human Capital & Operations Cluster)

Brief Posting Description
The main purpose of this position is to provide management, leadership and strategic direction to the human capital & operations cluster of the Organisation. In addition, the Chief Operating Officer (COO) will co-ordinate annual operational plans, risk matrices and budgets of five departments, namely Business Systems and Technology (BSTD), Corporate Services (CSD), Human Resources (HRD) and Financial Services (FSD), the Academy, and work closely with members of the Governors’ Executive Committee (GEC) to keep them abreast of the performance progress and challenges faced by the support services functions.

Detailed Description
The successful candidate will report to a deputy governor and will be responsible for the overall management and strategic direction of the human capital & operations cluster of the organisation. This will include the following key performance areas:

? Overseeing the operational effectiveness of the human capital & operations cluster
? Establishing integrated support services cluster policies for approval by the Management Committee and the GEC, and thereafter ensuring implementation by the heads of department
? Driving execution of the organisation’s strategy and functioning in the human capital & operations cluster
? Identifying operational and systematic risks and weaknesses inherent in the human capital & operations cluster, and ensuring that heads of department effect remedial measures
? Planning and co-ordinating the human capital & operations cluster’s annual operational plans, risk matrices and budget activities, maximising performance and increasing efficiencies
? Reviewing financial statements, activity reports and performance data to measure goal achievement and enhancing effectiveness of efficiencies
? Negotiating and/or approving major contracts and agreements with suppliers and service providers in line with the Procurement and Budget policies, and the organisations’s delegations of authority
? Reporting on the status of the human capital & operations cluster to the GEC on a regular basis
? Providing assurance to the GEC on the impact of the human capital & operations cluster on other departments in the organisation.

Job Requirements
To be considered for this position, the successful applicant must
? be in possession of a postgraduate qualification in Business Management, Finance or Economics with thirteen (13) to fifteen (15) years’ management experience in a corporate environment;
? have at least five (5) years’ experience in a senior or strategic management role;
? have acquired working knowledge of various pieces of relevant legislation, including the Labour Relations Act, Basic Conditions of Employment Act and Employment Equity Act; legislation related to financial regulations procurement and information technology; and other relevant legislation;
? have sound knowledge of corporate governance, risk management, financial regulations supply chain management, a basic understanding of the workings of the Bank, and proven operational effectiveness;
? have excellent interpersonal skills, with the ability to build cross-departmental relationships;
? have demonstrated experience in persuading and influencing stakeholders appropriately;
? be innovative and solution driven;
? have strong leadership qualities, and the ability to handle pressure well and resolve conflict effectively;
? have excellent verbal and written communication skills in English language, and the ability to communicate; and professionally interact at all levels both internally and externally.
