DIRECTOR: INTER-LEGISLATURE RELATIONS-(SAL-
REPORTS TO: EXECUTIVE DIRECTOR – LEADERSHIP AND GOVERNANCE

PURPOSE
To lead and direct the efforts of the GPL in relation to the implementation of the Constitutional
provisions of co-operative governance; the legislative provisions as stipulated in the Inter
Governmental Relations Act as well as Parliamentary Exchange Program. To provide strategic,
tactical and operational direction to the Inter-Legislature Relations (ILR) Directorate in support of
the Leadership and Governance Programme and GPL’s Strategic Objectives.

QUALIFICATIONS AND EXPERIENCE:
• A minimum academic qualification of a Post Graduate degree or equivalent qualification
• A minimum of 5 years’ experience in a Legislative or broader Public Sector environment
• A minimum of 5 years’ experience in Inter Legislature/Governmental Relations Environment
• A minimum of 3 years management experience, preferably at Director level and within the broader Public Sector
• Working experience within the Legislative Sector will be an added advantage
• To ensure the development of the Directorate’s strategic and operational plans in alignment to the GPL’s Strategic Goal and Strategic Objectives
• To ensure alignment of the Directorate’s deliverables to the Political Priorities as outlined by Presiding Officers
• To ensure the development and alignment of the Directorate’s budget to the
• Directorate’s Annual Performance Plan
• To ensure effective budget management practices in line with the approved
• Delegations of Authority

IMPLEMENT GPL LEADERSHIP PRACTICES
To support the Executive Director: Leadership and Governance on matters relating to the GPL leadership practice
To forge a culture of a caring organisation within the Directorate to unleash the full potential of the team

PROVIDE ADVISORY SERVICES TO THE PRESIDING OFFICERS ON COOPERATIVE
GOVERNANCE, INTER-LEGISLATURE RELATIONS (ILR), PROTOCOL AND
PARLIAMENTARY EXCHANGE SERVICES
• To provide advice to Presiding Officers on matters relating to Cooperative
• Governance, ILR and related services
• To lead and facilitate the implementation of ILR processes in the GPL
• To lead, facilitate and support the implementation of GPL’s protocol strategy and plan
• To lead and facilitate the implementation of parliamentary exchange programmes of the GPL
• To ensure collaborative efforts internally and externally to achieve the ILR objectives of the GPL

MANAGE PROCESSES AND SYSTEMS IN THE DIRECTORATE FOR OPTIMAL
DIRECTORATE OPERATIONS
• To ensure sufficient systems are put in place with regard to protocol and parliamentary exchange programmes
• To ensure that operational processes are documented and adhered to within the directorate
• To ensure that the directorate processes integrate efficiently with other directorates and the rest of GPL
• To ensure the necessary monitoring and evaluation systems are in place for the
• directorate’s performance against business plan
