District Doctor Advisor – HSS

A Healthcare providing Clinical Care to HIV positive adults, children and adolescents is currently looking for a dynamic and driven District Doctor Advisor – HSS based in the NORTHWEST.

The purpose of this position is to improve HIV and TB related outcomes by strengthening health and patient management systems at facility and sub district levels in line with key DoH strategies. The position will include strategic and supervisory responsibility for Quality Improvement activities in high-volume DKK hospitals prioritized by NDOH and PEPFAR.

Education, Training and Experience
• MBBCH or equivalent
• Minimum 5 years’ experience in public health sector.
• Extensive experience in HIV management.
• Experience working in a donor-funded organization.
• Diploma in HIV Management
• Certificate in project management
• Sound technical knowledge on PMTCT, TB-HIV integration.
• Knowledge of National and Provincial Health structures.
• Experience in training, material development and quality improvement would be advantageous.
• Good interpersonal skills and ability to navigate complicated situations
• Excellent levels of written and verbal communication
• Demonstrated leadership ability

Key performance areas

• Provide strategic leadership to the development and implementation of quality improvement projects and activities to address identified gaps at supported hospitals.
• Work with District and Hospital Management to develop and strengthen HIV Counselling and Testing, Referral Systems, Linkages to Care, and Patient Tracking and Tracing systems toward facility 90-90-90 targets, particularly at hospital level.
• Assess progress in the DoH Hospital team project activities, monitor M&E data and external developments within the field in order to improve outputs on an on-going basis.
• Write project reports that clearly communicate project inputs and outputs.
• Supervise and manage the duties of RHI hospital team members to ensure optimal staff utilisation and maintenance of sound labour relations. Ensure appropriate use of QI and project management methodologies, and monitor progress. Identify training needs and coach and train team members to ensure the acquisition of knowledge and skills required by the organization.
• Provide direction, technical oversight and training to team members and implementation partners, Department of Health, community, and other internal and external stakeholders.
• Provide mentoring support to DoH clinical counterparts on clinical management of HIV/TB patients at the hospital level, in collaboration with the Technical Team.
• Plan and conduct regular audits with DCST at hospitals and facilities in the district.
• Contribute to the development of technical publications and other project resources.
• Maintain excellent professional relationships with key stakeholders.
