DIVISIONAL ESTIMATING MANAGER - BUILDING CONSTRUCTION

Reports to: Managing Director
Location: Elandsfontein
No of Direct Reports: 3

INTRODUCTION:

Manage the Company tendering function. Provide estimating guidance to and ensure proper procedures are followed by the company with respect to tender guidelines. Providing technical direction, oversight, and leadership to the Estimating team. Manage the daily activities and assigns and prioritizes the work assignments of the team.

QUALIFICATIONS & EXPERIENCE:

Civil Engineering or Quantity Surveying diploma or degree 10 years in an estimating and tendering capacity of which 5 must have been at a senior level.

KNOWLEDGE & SKILLS:

• Construction process and methodology from the ground up
• Knowledge, understanding and application of various contracts eg. FIDIC, GCC, JBCC, NEC.
• Extensive knowledge and application of the full tendering/estimating cycle
• Construction environment and opportunities
• Financial modelling & construction methodology.

KRA/KPA’S:

Strategic / Financial

• Understanding the Company's Strategic Plan and making decisions to achieve the targets set Impact on ROTO Pro-actively support other
relevant functions (operations, business development, etc.)
• Co-ordinate and produce the proposal response whilst assembling a proposal team with the relevant service / product / business knowledge
required to win.
• Introduction and implementation of all necessary proposal procedures and processes

Growth

• Expand Vendor List Investigate Competitors building methodology
• Align estimate cost summary with company cost coding system
• Investigate Commercial available Database Proposals system.
• Establish HR / Safety / QA tender compliance system
• Visit Vendor Companies monthly Investigate International best practice building methodology

Operational

• Manage activities pertaining to tendering
• Maintain relationships/networks with relevant external stakeholders and follow leads for new work
• Analyse drawings and other documentation to prepare time, cost, materials, and labour estimates
• Consult with clients, vendors and especially management in other departments and/or construction site management to discuss and
formulate estimates
• Review tender documents
• Facilitate good working relationships with other departments (procurement, commercial/legal, HR, safety, guarantees departments etc.).and
provide support as required.
• Manage the full bid preparation process
• Ensure the tendering department’s activities are conducted in accordance with company corporate governance procedures
• Ensure comprehensive risk reviews are carried out on all projects being tendered for
• Ensure that all tenders respond to client/s needs
• Assess cost effectiveness of products, projects or services, tracking actual costs relative to bids
• Confer with engineers, management, contractors and subcontractors on changes and adjustments to cost estimates
• Review material, plant/equipment and labour requirements etc, to decide whether it is more cost-effective to construct components of the
work or subcontract or outsource
• Ensure cost and expenditure statements and other necessary documentation are prepared at regular intervals for the duration of the tender
process
• Liaise and interact with operations to develop and establish standard cost data to effect cost reduction
• Pass tenders/proposals through management review system and comply with mandates received
• Prepare budgets and submit estimates to clients
• Deal with queries received from clients after bid submission Follow through on tenders submitted with all relevant stakeholders
• Maintain bid records Liaise with project managers / commercial teams to obtain feedback on tender cases as required
• Ensure that employees within the department meet tender deadlines and adhere to tender timeframes at all times
