Job Description

Develop and maintain efficient Administrative and Financial procedures and advise Managing Director on financial matters within the Mining and Civil construction divisions in the DRC and Zambia.Must know the Tax laws of those countries, please note must have the relevant experience in those 2 countries in mining and Civil construction industries(not negotiable)

B Comm and registered Chartered Accountant
8-12 years post articles experience
Relevant financial / accounting experience within the mining/Civil construction industrty

Key Duties & Responsibilities

ACCOUNTING

1.1 Supervise the Accounts Department including the following :

Annual Budgeting.
Responsible for total accounting function in respective countries.
Liaising with different divisions and branches operating in the region.
Hold daily discussions with accountant regarding work flows
Authorise all cheque requisitions and sign all cheques.
Regular (at least once per month) perusal of company ledger
Authorise Head Office petty cash vouchers / book once a month.
Ensure monthly cost run takes place by due date, in collaboration with the accountant
Authorise monthly creditors, reconciliations and sign of creditors cheques
Handling cross border transactions including customs duties.

1.2 Tax

Completion and submission of all tax returns.
Representation as Public Officer. (if applicable)
Responding to tax queries.

1.3 Particularly giving advice in respect of :

Local taxation
Remuneration policies
Obtaining work permits
Withholding taxes
Customs duties
Foreign currency
Repatriation of funds etc.

1.4 Monitor and assist Accountant in collecting outstanding debts timeously:

Hold regular discussions with accountant regarding debtors.
Identify problem debtors.
Telephoning debtors when necessary.
Bring problem debtors to the attention of contract managers.

1.5 Monitor cash within the division:

Treasury function and cash flow forecasts.
Investment of surplus funds.
Arrangement of banking facilities.
Hold daily discussions with bookkeeper/cashier regarding cash availability.
Ensure that bank accounts do not become overdrawn by ensuring that funds are obtained from Head Office as and when required
Compile monthly cash forecasts for ensuring 12 month by extracting predicted contract incomes and expenditure.
Ensure adherence to company policy with regard to payments of accounts.

2. FINANCIAL REPORTING

Setting up of admin and accounting system at various contracts. Computerisation.
Ensuring accounting system complies with local legislation.
Attend all monthly cost meetings
Production of Management Accounts monthly and audited Annual Financial Statements.
Review cost meeting results with Managing Director.
Supervise accountant and ensure that monthly financial statements and forecasts are compiled timeously.
Ensure timeous completion of year end accounts
Liaising with auditors.

3. SURETIES AND INSURANCE

Ensure that sureties / guarantees are obtained promptly when required.
Ensure that all contracts are insured.
Provide brokers with declarations in respect of all policies.
Ensure correct allocation of premium costs.
Ensure claims are administered correctly and claim monies are received timeously.

4. SALARY AND WAGE REMUNERATION

Ensure timeous payment of remuneration.
Provide advice on salary structuring for employees.

5. PEOPLE MANAGEMENT

Establish and maintain a working environment that employs highly motivated and effective staff in the accounts department.
Training and assisting site accountants/site clerks.

6. GENERAL

General assistance/ overseeing of tender process.
Provide advice on appropriate structures for individual contracts.
