Primary Purpose
Our client in the Mining industry in DRC is looking to engage the services of a Technical Advisor for their Mining Fire Department, a professional Department located on the concession in DRC.

Essential Functions
• Develops, directs , informs and enforces policies and procedures for all personnel
• Mentors and develops supervisor team to meet the roles and responsibilities for typical industry emergency services standard operating procedures
• Develop a site First Responder program to provide appropriate entry level training to selected department employee on basic fire response.
• Manages training and drilling of First Responder personnel
• Prepares the department to meet all training needs
• Evaluates and reviews performance of assigned personnel
• Evaluates and reviews the performance of the organisation
• Ensures necessary safety procedures are in place and followed by department personnel
• Supports, coordinates, and interfaces with senior officers
• Conducts, attends and interacts in meetings with personnel, and supervision and management departments
• Reviews various materials for compliance with policies, government regulations
• Maintains authorised staffing levels
• Maintains positive working relationships with personnel
• Ad hoc duties

KNOWLEDGE & EXPERIENCE
• Must possess a valid driver’s license
• Comprehensive knowledge of practices, regulations, methods, and equipment used in EMS, Command, Fire Suppression and Fire Codes
• Thorough knowledge of Government laws, rules and regulations as they pertain to Mining activities
• Working knowledge of Training techniques related to the field and human resources
• Must have ability to lead, motivate, train, coordinate and delegate and provide leadership
• Must have the ability to rapidly make critical decisions under emergency circumstances
• Must have the ability to write, communicate and report in descriptive detail
• Must have the ability to delegate, and organise multiple changing responsibilities
• Must have the ability to prioritize work to meet goals and objectives within acceptable time frames
• Must be able to plan , evaluate, assign and coordinate training activities performed by the department and First Responders
• Must have the ability to prepare technical and administrative reports
• Must have the ability to approach problem-solving as an innovative process
• Ten years in EMS/Fire service with minimum of three years in EMS/Fire Suppression Leadership role
• Operational and Administrative management
• Continuing education as needed to maintain CPR/AED certification and update knowledge and skills
• Completion of Incident Command courses or equivalent
• Multilingual with excellent French and English language skills
Physical Demand & Work Environment
• While performing the duties of this job, the employee is frequently required to use hands to finger, handle, feel or operate objects, tools or controls; reach with hands and arms; climb or balance, stoop, kneel, crouch or crawl, walk , sit and talk or hear
• The employee must regularly lift and or move equipment and or persons weighing 100kgs and perform these tasks while wearing heavy fire protective turnout gear and self-contained breathing apparatus
• Specific vision abilities required by this job include close vision, color vision and the ability to adjust focus
