Gauteng Regional Skills Advisor – Based in Free State at Sasolburg
Contract from 01 May 2018 to 31 March 2020)

Reporting to the Gauteng Regional Manager, This role is responsible for the overall Regional Skills Advisory function in the Sasolburg and Orange Free State Areas. The successful incumbent will be based in Sasolburg at the SETA central coordinating office. This office is situated at the Flavius Mareka TVET College.
Requirements:
• A minimum of an appropriate NQF Level 5 Qualifications
• At least 5 years’ experience in Skills Development /HRD environment at Management level
• Knowledge of skills development and related legislation- (SDA, SDLA, SAQA, QCTO, EE, BBBEE, FET, HET and PFMA.)
• Exposure to audit and accreditation and funding processes
• Excellent project management and Account Management experience , Excellent customer service
• A background in Chemical Industry/Engineering /Manufacturing and Industry experience as an artisan and /or other technical areas will be a strong advantage.

KEY PERFORMANCE AREAS
• Manage skills development activities within assigned organisations.
• Build capacity of skills development committees, Skills development facilitators and providers
• Advise stakeholders regarding SETA mandatory grant and discretionary grants processes in line with SETA funding policy and source data approach.
• Manage Workplace Skills Plan (WSP) and Annual Training Report (ATR) from a SETA levy paying companies
• Evaluate and compile an accurate list of WSPs and ATRs received, and prepare accurate submissions with allocated levies ,
• conduct a regular DHET download , Identify and recruit new companies within the Chemical standard classification code, process mandatory grants timeously to companies, Ensure that work skills plans – ATR are submitted timeously.
• Conduct on-going chemical industry capacity building workshops regarding skills development and measure the impact.
• Ensure that Skills Development Committees are established and operational
• Conduct SDF capacity building Workshops
• Maintain accurate record keeping as per the SETA Quality Management System
• Evaluate the extent to which training on discretionary grants projects has commenced and progress achieved against signed agreements using project management approach.
• Conduct site verifications and prepare reports on interventions, conduct learner tracers studies and produce impact report on interventions
• Maintain an accurate database of stakeholder performance and track record for the discretionary grants
• Control and manage learner terminations received and reconcile to project deliverables and budget.
• Produce accurate financial reports for the skills development interventions within the region
• Implement training intervention for the SETA Rural Development programme and energy portfolio training interventions
• Coordinate SETA cooperative , Enterprise development initiative and assess impact
• Evaluate and conduct due diligence for the Discretionary grants award applications
• Monitor & Evaluate Training Interventions
• Provide accurate provincial quarterly performance reports to relevant provincial skills development forum (PSDF)
• Produce accurate quarterly performance reports (inclusive of commitments ) for the SETA SQMR and Grants review committee
• Identify, report and mitigate risks within own area of work
• Provide system support to companies and providers as and when necessary
• Implement customer relationship management with SETA stakeholders and provide MIS support to companies and providers
• Establish new areas for collaboration or partnership as per the SETA Strategic plan
• Conduct, monitor & evaluate training interventions
• Generate request for payment for the Discretionary Grants timeously
• Conduct on-going benchmarking and ensure continuous improvement.
• Supervise the SETA Flavius Mareka TVET College office activities
