JOB PURPOSE:
The incumbent will be responsible for the overall day to day management of their respective province i.e. Western Cape, Kwa-Zulu Natal and Gauteng. The Regional Co-ordinator will be the responsible for the Traffic Management Centre (TMC), Maintenance Department and Design Build and its operations for the exception of Gauteng who has an additional department On Road Services (ORS).

The incumbent will implement, manage and review the operational strategy for the region to achieve service delivery and performance requirements as specified under the Client Contract, drive and monitor interventions for business efficiencies to support continued business growth.

Education/Qualifications and Experience:
? Minimum qualification: Honours BEng, Electrical Engineering, Traffic Management or related industry
experience in ITS/Highway or related operation organizations with a minimum of 5-7 years’ experience ITS or highway operations management
? Experience in CCTV, networks and electrical experience for at least two years in a maintenance environment
? Familiarity with basic network configuration is advisable
? Good computer skills required, Microsoft Word, Excel and Power Point at a minimum.
? Valid driver’s license
? Read, write and conversant in the English language

DUTIES & RESPONSIBILITIES INCLUDE BUT NOT LIMITED TO:

TMC DEPARTMENT
• Operational Management
o Draft, manage and review operational adherence to the TMC Operations and Maintenance Plan including the use of operating processes to achieve delivery deadlines, contractual compliance and productivity standards
o Plan, implement and monitor delivery of required performance specifications to the client and provide quality supporting documentation and reporting
o Identify, mitigate and reduce risks to business continuity for the TMC Operations and Maintenance Plan and compile corrective action and progress reports for Executive review and further decision making
o Provide direction and leadership to the operating department including coaching and mentoring of sec-ond level managers and supervisors
o Provide guidance and instruction on operating and technical specifications to operations team

• Cost and resource management
o Identify cost and resource requirements to implement operational strategy and achieve contractual ser-vice and performance delivery requirements
o Monitor, measure and address cost and resource deployment and utilisation to minimise financial and reputational risks
o Apply company policy and statutory requirements to cost and resource management and provide contri-butions for improved business processing
o Monitor all sub-contracts dealing with TMC operations

• Performance and business improvement management
o Set up, implement, monitor and address performance management for all personnel in the Traffic Man-agement Centres as well as the On-Road Services in all regions.
o Establish, implement, monitor and address performance monitoring mechanisms for process and sys-tems performance delivery
o Identify and present risks and areas for improvement in operational business process and implement where required

• Subcontractor and consultant management
o Manage and monitor the service delivery of appointed subcontractors and address non-performance through stringent service level management

• Business reporting
o Compile business intelligent reporting with analytical insight into operational performance data and overall service delivery achievement
o Engage in participative and informed representation at required forums and company meetings


• Stakeholder management
o Manage Stakeholder meetings with provincial Policing and Enforcement institutions


ORS DEPARTMENT
• Operational Management

MAINTENANCE DEPARTMENT
? Manage the Maintenance Managers in the various Regions
? Ensure that Audits are conducted accurately monthly on equipment installed on sites
? Manage the Regional managers and ensure that the required stock amount of equipment is available. (avail-ability);
? Assist and manage the Maintenance Managers in the required field of equipment to assist with technical in-formation/training that will enhance / ensure that managers can execute the work (capability),
? The purchase of assets and replacement of assets most cost effective for both client and MC in accordance with the contract. (life- cycle profit);
? Manage Scheduled Maintenance and un-scheduled maintenance activities of the managers.
? Ensure that Service/installation of CCTV and other electronic equipment is executed correctly.
? Evaluates diagnoses, troubleshoots systems and perform repairs as necessary.
? Upgrades and additions to systems to increase functionality and usability when approved by client.
? Administration and other trades for completing projects/work orders efficiently.
? Informs personnel regarding procedures and/or status of work orders for providing necessary information for making decisions, taking appropriate action and/or complying with health and safety regulations.
? Prepares documentation in a variety of written and electronic formats (e.g. daily paperwork/log, time and materials, key and material records, key inventory, etc.) for providing written support in compliance with reg-ulations and/or conveying information. (Forcelink, Excel, PowerPoint, Word etc.)
? Responds to emergency situations during or after hours for resolving immediate safety concerns.
? Transports a variety of items (e.g. tools, equipment, supplies, etc.) for ensuring the availability of materials required at job site.
? Be available after hours to mitigate and arrange personnel, when required to ensure that the System Availa-bility is kept in line with the contract.
? Assists other trades personnel as may be required for supporting them in the completion of their work activi-ties.
? Ensure that personnel misconceptions or personnel problems are dealt with in a professional manner.
? Ensure that information regarding HR and Company policies are translated to the various Regions.
? Ensure that a professional approach is maintained that will ensure a sound relationship with stakeholders and employer.
? Attends meetings, workshops and training for conveying and/or gathering information required to perform job functions.

Project Management
• Cost controlling and ensuring that projects remain cost effective;
• Proper co-ordination between departments/sub-contractors to avoid additional work to be done;
• Motivation of team members;
• Liaising with Operations Managers and Independent Engineers on our projects;
• Securing Variation Orders where possible;
• Ensuring client satisfaction as well as relationship management with clients;
• Contracts Management;
• Maintenance of Work Breakdown structure;
• Update and management of technical deliveries;
• Co-ordination with customer and technical teams;
• Maintenance of Project Reports;
• Establishment and execution of mitigation plans;
• Project budgeting and financial reporting;
• Delivery of payment milestones;
• Preparation of invoicing relating to the project/s;

These duties may be reviewed, added to, or taken away, based on legal or business requirements to ensure overall efficiency of TETI business and operational requirements. Any deviation from the above may result in the necessary performance management steps to be taken against the individual
