RESPONSIBILITIES:
Build and maintain partnerships with all stakeholders, including provincial and district Department of Health (DoH) staff, non-governmental organisations (NGOs), community bodies and civil society groups
Assist management and the Business Development Unit with identification of funding opportunities, development of proposals and concept papers in response to RFAs and tenders
Monitor expenditure on the project in line with organisational policies and funder regulations
Preparation and timeous submission of project budgets, financial reports, budget revisions, carry over requests and budget redirection requests to the Principal Investigator for onward submission to funders
Monitor project expenditure and burn rates on monthly and quarterly basis
Management of contracts and/or grants in accordance with funder regulations, ensuring reasonableness, threshold and allocation of costs with necessary approvals.

EXPERIENCE:
A minimum appropriate university degree preferably in Finance or Management.
At least five (5) years’ proven track record managing PEPFAR grants (either CDC or USAID) in the NGO environment, preferably in the health or social development sphere
Experience in the donor funding environment both nationally and internationally, health systems strengthening, TB and HIV programmes, monitoring and evaluation, public health sector, district health system, key SA health policies.
Particular focus on grant application requirements, agency rule adherence, reporting requirements, budget implementation, including pre and post award actions, and overall program support management issues associated with CDC-SA and/or USAID cooperative agreements.
