Main Purpose of Appointment: To manage the provision of personnel services related to employee benefits, recruitment and selection, and maintenance of personnel to support Omega’s philosophy, Company Mission and objectives, personnel code, as well as the policies and procedures as described in the Quality Management System

Functions of Appointment:

• Prepare and combine the weekly Contractual vs Actual Manpower Report for the Inland Division and submit to the NHRM after it has been signed off by the GM.
• Ensure Contractual vs Actual compliance within division.
• Manage the preparation and consolidation of monthly HR Reports. Once it has been signed off by the RM’s and GM, submit to the NHRM.
• Assist with HR related data for the monthly Operations Report and submit to GM.
• Ensure that the relevant departments are informed regarding new appointments and terminations of salary staff members.
• Ensuring that personnel files for salary staff is kept in the correct format.
• Audit all personnel files at the regions and guide them in correcting files when required.
• Ensure that all members have signed job descriptions on file.
• Assist with the marking of IMI tests conducted in the region
• Conduct studies on the staff turnover per region. This must be done quarterly and provide feedback to NHRM.
• Monitor induction training of new salary staff members. Ensure copies thereof are filed on personnel files.
• Monitor exit interviews and compile a study on reasons specified. This must include the Coastal Division. Deliver result to NHRM.
• Assist regions with retrenchments practices where necessary.
• Assist regions with recruitment practices where necessary.
• Assist the NHRM with the monitoring of exception reports on wages. Specific reference is made to Absenteeism, action taken and reasons.
• Ensure that the performance appraisals on wage staff are done by the regions twice a year and Salary staff is once a year. All results must be combined by candidate and submitted to the NHRM.
• Assist in the implementing and monitoring of the Employment Equity Plan. Take part in the EEMC quarterly.
• Deal with general queries including but not limited to; Recruitment & Selection, Transfers, Retrenchments, Terminations - Employee Development, Service Letters.
• Ensure that ERC meetings are conducted monthly in all regions. All minutes to be kept, scrutinised and feedback given to NHRM on all points of discussion.
• Assist with the BBBEE certification process where applicable to HR.
• Attend when available, disciplinary hearings and CCMA cases in conjunction with HR City.
• Report all union activity to the NHRM.
• Appoint personnel in conjunction with Divisional Operational Management
• Ensure adherence to the Human Resources ISO Recruitment & Selection Procedures.
• Monitor on site induction of new recruits.
• Ensuring that personnel files kept at regions are in the correct format.
• Manage the Administration of the personnel termination system
• Monitor the conduct of exit interviews.
• Manage the administration of promotions and demotions, performance appraisals, transfers and all retrenchments in the relevant division.
• Assist with career path planning & identification of training needs for specific employees within the region.
• Report quarterly on performance appraisals.
• Assist in implementing the Employment Equity Plan
• Serve as a representative of the Employment Equity Committee.
• Deal with general queries including but not limited to; Recruitment & Selection, Transfers, Retrenchments, Terminations - Employee Development, Service Letters where applicable.
• Manage the FBS pay out procedure to the beneficiaries/dependants of deceased members within the Division.
• Attend to medical aid queries when applicable.
• Provide guidance, assistance and counselling services with regard to EAP
• Co-ordinate EAP and ensure compliance to EAP policy within the regions.
• Participate in monthly HR, ERC and Union meetings, when available within the division.

Job Holder Specification

Formal Education:
• Diploma, Degree OR relevant qualification in Human Resources Management or related field.

Technical Education: Registration at IPM is recommended

Experience: Four years personnel and industrial relations experience (Security Industry will be to your advantage), Including a minimum two years management experience on a regional or divisional level.
