PURPOSE OF THE ROLE
Manage the overall human resource management, employee wellness and administration to ensure that all aspects of human capital and skills development are met, ensure compliance with statutes, support and oversee the development and implementation of the human capital strategy, policies and procedures and to position human capital as a strategic business partner. Manage and provide a skills development advisory, consultancy and training service to member companies and represent the interests of employers in the fields of education and training at national level as well as the interests of employers at the Merseta, and is responsible for the Human Capital and Skills Development Division’s income generation budget.

TASK HEADINGS
1. Manage the internal Human Capital requirements , including recruitment and selection, performance management, leave, payroll submissions, policies and procedures, etc.;
2. Provide assistance to member companies on all aspects of skills development;
3. Assist member companies in achieving compliance in the context of the current skills development and related legislation such as employment equity and BBB-EE legislative framework;
4. Assist member companies on the interpretation of skills development and related legislation such as employment equity and BBB-EE legislative framework;
5. Manages the Skills Development & Human Capital income budget and develop proposals to address shortfalls;
6. Remain abreast of developments at Department of Higher Education and Training, Merseta and Business Unity SA (BUSA);
7. Market public and in-house workshops, seminars and publications to members;
8. Manages and conducts development training and develop and amend workshop material regularly in the light of any new developments and member feedback;
9. Evaluates industry trends and develops new training topics;
10. Writes Human Capital Human and Skills Development material
11. Manages the skills development and Human Capital section of the website;
12. Reports on Skills Development and Human Capital related matters and developments at Association meetings, as and when necessary;
13. Prepare and take minutes at the quarterly Education Training and Advisory Committee (ETAC) meetings; and
14. Make recommendations to the Human Capital & Skills Development Executive.

SPECIAL REQUIREMENTS
• Extensive experience in the human capital and skills development field, including an excellent understanding of Seta-related requirements;
• Knowledge of Human Capital and Skills Development Legislation, Employment Equity and BBB-EE Legislation, Merseta, SETA Regulations and Grant Requirements and Training Centre Programme Offerings

EDUCATION
Min: A relevant degree in Human Resources. A relevant ETDP qualification/certification e.g. Facilitation, Assessor, Moderator, Curriculum Design or SDF.
Ideal: A registered SABPP Practitioner. A postgraduate qualification in skills development and human capital with at least five years generalist experience.

TRAINING
Min: Human Capital knowledge and experience. SDF unit-standard based workshop, regular attendance of workshops, seminars and conferences. , coaching and mentoring by Skills Development and Human Capital Executive
Ideal: Human Capital knowledge and experience. SDF unit standards completed, presentation and facilitation skills training, bursary scheme management, knowledge of the career routes and training options in the engineering industry.

EXPERIENCE
Minimum of five years’ experience in Skills Development and Human Capital fields
