Purpose of the job:

To plan, facilitate, develop, adopt and propose the set of Technical Infrastructure Standards that guides the development, integration, deployment, maintenance, enhancement and support of solutions and technologies.

Key Responsibility Areas:

Support Norms, Standards and Quality department in developing and implementing strategies and roadmaps (from a Norms and Standards perspective) to ensure a comprehensive and integrated Government Standards and Solutions function; Participate in the development, implementation and evaluation of governance mechanisms for Norms and Standards and monitor the adherence thereto so as to deliver quality products in a controlled environment; Participate in the development and implementation of Architectural mechanisms for Technical Infrastructure Standards to improve interoperability of government systems; Technically manage Government Wide Standards Development, facilitation and popularisation delivery commitments; Develop, implement and maintain a technology infrastructure methodology (framework, policies, processes procedures, etc.) for norms and standards; Manage and guide development, adoption, and ongoing maintenance of ICT related standards that guides the development, integration, deployment, maintenance, enhancement and support of solutions and technologies; Lead and refine the enterprise standards and methodologies, frameworks and operations to ensure that projects are progressed and services delivered in alignment with government wide standards ; Monitor and evaluate implemented ICT norms and standards; Develop and execute stakeholder relationship management plans to enable effective management and improvement of stakeholder relationships; Stay abreast of the latest industry developments and ensure that appropriate technologies are used for knowledge management so as to ensure innovation and improved productivity.

Qualifications and Experience

Minimum Qualifications:
Degree/National Higher Diploma in an ICT related field (Computer Science, Information Systems, Technology and Engineering) and/or equivalent.

Experience: 8-9 years experience in the ICT field with the following essential skills: Architecture; Solutions Development; Solutions Deployment; Solutions Maintenance and Support; Solutions Integration across multiple hardware and software platforms; The experience must include 5 years in an ICT Standards setting and compliance checking environment; Total software IT Quality management; Proven project management competency and projects execution; and Developed efficient and effective IT solutions to diverse and complex business problems; Successfully developed, evaluated and implemented ICT Standards.

ICT in Business Environment and Landscape; Software Engineering Methodologies; ICT Governance and Compliance; IT Quality Management; General ICT Procurement; IT Security and ICT Standards; Legislative environment and IT Legislation; Integration Methodologies; IT Strategies and Architectures; Project Management; Standards Life Cycle Methodologies; ICT methodologies and frameworks; Knowledge of ICT industry and government business; Services-orientated architecture (SOA); Enterprise level data management technologies and standards; Large enterprise multi-platform RDBMS; Knowledge of government policies, procedures and regulations; Entity Relationship Diagrams; Governance Processes and Standards (COBIT, ITIL, UML); Policy conceptualisation; Government strategies, intergovernmental relations and strategic outlook.

The incumbent will be required to undertake travelling country-wide to client sites and suppliers’ offices.
