A Healthcare providing Clinical Care to HIV positive adults, children and adolescents is currently looking for a dynamic and driven Monitoring and Evaluation Technical Officer in the Adolescent programme.

The Technical Officer will support the monitoring, evaluation, reporting and data quality functions of the Adolescent Programme, implement strategies to maximise the usage of data collected and support appropriate dissemination of lessons learned and strengthen the M&E capacity of relevant stakeholder staff.

Key performance areas

• Support/mentor the district based adolescent programme staff to promote data collection and reporting flows through the introduction of reporting and data flow SOP’s from the facility through to the district level
• Implement programme monitoring and reporting systems that meet programmatic, donor and DoH, DSD, DBE requirements
• Review monthly district and programmatic data (facility treatment data, DHIS)
• Monitor outputs for key indicators identified by the team. Identify, query and correct discrepancies
• Complete the M&E reporting grids and submit to the RHI monitoring and reporting team by the specified time
• Participate in the development and submission of the quarterly funder and stakeholder reports
• Support the adolescent programme team to conduct baseline site assessments, develop feedback reports and conduct follow-up site assessments to evaluate the implemented data quality plans
• Support the adolescent district teams to identify gaps and discrepancies in the programmatic and DHIS data at the facility, sub-district and district levels and suggest solutions
• In conjunction with the programme specialists, carry out M&E capacity building programmes to enhance understanding of M&E principles and use of effective M&E methodologies, tools and systems
• In conjunction with the programme, identify M&E related operations research opportunities arising from activities/districts/projects

Education, Training and Experience
• Honours degree in relevant field
• MSc in epidemiology qualification or equivalent is recommended
• Minimum of 3-5 years developing, implementing and managing M&E systems
• Experience working with donor driven programmes in the South African context
• Experience in M&E capacity building and mentoring
• Experience with qualitative and quantitative data collection and analysis
• Ability to develop data cleaning and storage systems and creating databases
