MANAGER: POLICY AND PLANNING
(3 Year Fixed-term Contract)

Job Purpose

Coordinate and manage outcomes-based planning in line with government strategic priorities.
Key Responsibilities:
1. Coordinate annual inter-governmental planning, monitoring and evaluation cycle.
2. Develop annual ITRA Inter-governmental Programme of Action.
3. Provide support for ITRA programme design, planning and monitoring processes.
4. Undertake policy analysis and develop theories of change/ logic models for key outcomes and programmes.
5. Ensure setting of appropriate indicators, targets and standards.
6. Develop and implement performance monitoring and evaluation systems.
7. Analyse performance information and develop high-level reports with key findings and recommendations on remedial measures.
8. Initiate, coordinate, support and monitor key interventions to improve performance. Facilitate development of automated performance monitoring systems.
9. Coordinate relevant evaluations and policy research linked to key outcomes.

10. Ensure effective mainstreaming of gender, youth and disability within key outcomes.
11. Effective management of the Agency.
Key Requirements:
• An appropriate recognised Bachelor's Degree or equivalent qualification and 10 years appropriate experience of which 6 should be in public sector.
• Proven track record in strategic planning, monitoring and evaluation of government performance and analytical writing.
• Public policy expertise and ability to analyse delivery value chains.
• Good understanding of government decision-making and procedures.
• Excellent planning, organisational and communication skills.
• Ability to work across spheres of government and interact at a senior level.
• The successful candidate must possess strong strategic capability, policy analysis, leadership, programme and project management and financial and people management skills.
