MONITORING AND EVALUATION ANALYST (R584K)

PURPOSE

To assist in the development of M&E systems and ensuring its implementation by stakeholders by providing technical support to stakeholders on M&E processes and tools.

To prepare regular statistical analysis of ORGANISATION performance trends and provide performance exceptions to the ORGANISATION Top Management team.

To work with Program and Sub-program managers and provide support to the development and maintenance of reporting systems.

To train ORGANISATION managers and staff in the use of M&E tools.

KPA 1: Participate and contribute to the strategic direction and risk management of the M&E function
• Contribute to the development and implementation of the Annual Performance Plan of the M&E Unit
• To implement and adhere to risk management systems and processes
• To adhere to contract management processes of the institution
• To ensure that the M&E function has a clean audit and does not expose the institution to audit findings

KPA 2: To implement the ORGANISATION Monitoring and Evaluation framework
• To contribute to the implementation of the M&E framework and strategic plan
• To coordinate the Institutional reporting cycle with stakeholders
• To develop process maps for Institutional performance reviews, impact assessments, process monitoring and lessons learnt workshops
• To maintain a comprehensive tracking system to collect, capture, verify and analyse information
• To develop manuals on data quality, flow and feedback, reporting and tools
• To prepare regular statistical analysis of ORGANISATION performance reports
• To maintain and further develop the LIMS component of the M&E system
• To coordinate the collection of baseline data
• To evaluate and assess Institutional performance per Stream against the approved Annual Performance Plans and Budgets
• To formulate a framework and procedures for the evaluation of projects
• To identify best practice M&E analysis tools
• To gain approval for implementation of such initiatives and drive implementation using approved project management methodology
• To provide support to stakeholders in preparing reports for M&E purposes
• To review monitoring reports and analyse them for impact evaluation
• To provide a consolidated ORGANISATION M&E Report to the Senior Manager: Strategy, Planning, Monitoring and Evaluation
• To provide performance exceptions to ORGANISATION Top Management of performance anomalies
• To assist Directorates in the development and maintenance of reporting systems

KPA 3: Provide monitoring and evaluation support to stakeholders
• To maintain a comprehensive tracking system to collect, capture, verify and analyse information
• To coordinate the monitoring process between relevant stakeholders
• To coordinate the collection of baseline data
• To foster participatory planning and monitoring by creating awareness amongst primary stakeholders on M&E processes and tools
• To train ORGANISATION managers and staff in use of M&E tools
• To develop a stakeholder database and a stakeholder management plan
• To compile M&E reports, in line with approved ORGANISATION reporting templates
• To provide support to Managers in developing and reviewing monthly, quarterly and annual reports

KPA 4: Human Resource Management
• To participate in the Integrated Performance Management System according to the policy and reporting to the Senior Manager: Strategy, Planning, Monitoring and Evaluation on individual performance
• To identify development areas and develop an Individual Development Plan
• To ensure completion and submission of all leave records
• To contribute to a conducive working environment that promotes high performance

QUALIFICATIONS AND EXPERIENCE:
• A National Diploma in Monitoring and Evaluation
• A qualification in Project Management.
• At least 4 years working experience within the broader public sector of which 3 years must be within the M&E function
• A minimum of 3years’ experience in project management
• Research experience will be an advantage
• Knowledge of systems and processes of results based monitoring and evaluation
• Good interpersonal skills dealing with Members and Administration Staff across all levels
