We require experienced senior candidates as M&E Specialists in our Cape Town Offices. This position includes programme and monitoring and evaluation (M&E) responsibilities, with the key focus being on M&E. The incumbent will lead all monitoring, evaluation and reporting activities; as well as support all aspects contributing to the efficient and effective attainment of programme outcomes. The organisation is a dynamic non profit organisation (NPO) working in the HIV/Aids, TB and social development field.

Key Responsibilities
• Develop, implement and manage robust M&E systems and frameworks for the organisation programme and implementing partners. Including, but not limited to, M&E Frameworks, data management systems, data flows, data collection systems, quality assurance and reporting. • Management and oversight of the collection, capturing, analysis & reporting of programmatic data by organisation, other principal recipients, and implementing partners. • Participation in and presenting at a variety of meetings and workshops (including networking meetings) with a diverse range of stakeholders to contribute to updates in programme design and implementation, and to provide M&E technical support. • Conduct site visits to implementing partners to monitor programme implementation, provide programme and M&E training, mentoring, and conduct data verification. • Design, project manage and provide technical input for external programme evaluations and other research studies. • Network with, and build strategic alliances and relationships with key stakeholders and organisations working in the field.

Key Requirements, Qualifications and Experience
• Post Graduate degree, preferably a Master’s Degree in Monitoring and Evaluation/Public Health or related discipline • Minimum of 5 years’ experience developing monitoring and evaluation systems for programmes in the health and social development sectors • HIV/AIDS programme experience (Compulsory) • Community level programmatic experience and understanding of NGO operations • Demonstrated understanding of data management systems and strong skills in qualitative and quantitative data review, interrogation and interpretation.
• Experience in programme and M&E systems that involve capacity building for sub-recipients and monitoring and promotion of data quality
• Demonstrated capacity to lead workshops, trainings, and strategic planning sessions Skills and attributes: • Strong M&E and analytical skills, a dynamic thinker and strong implementer • Community level programme knowledge • Strong computer skills with work experience using data management systems and MS Office, in particular MS Excel and MS Access • Strong interpersonal communication skills, with the ability to work across a variety of stakeholders and within a multidisciplinary team • Presentation and facilitation skills • Attention to detail, ensuring accuracy and thorough engagement with tasks • Ability to work effectively and efficiently in a fast-paced, high stress environment • Must be a self-starter and able to work independently with little supervision • Strong planning, time management and project management skills • Fluent in at least 2 South African languages • Valid drivers’ license, own reliable vehicle and willingness to travel extensively within South Africa.
