Energy and Water/ in built environment experience essential/ Gauteng
A bachelor’s degree in area of application with at least ten years’ experience in area of application in built environment sector as well as 5 year of which would be as a Built Environment Professional or Project Manager as per the Prince Accountabilities
Recognised Project Management Certificate or equivalent essential
Professional registration in the built environment profession essential
Drivers licence required
Experience on projects in the built environment, multi-disciplinary or multi-year or multi-stakeholder desirable;
Certified Associate in Project Management (CAPM) or equivalent essential
Short courses applicable to Project Management would be an advantage;
Financial and budgeting skills;
Apply project management expertise together with appropriate technical/domain/sector/industry specific technical acumen to achieve project goals by managing the total project management life cycle within project constraints according to applicable project management framework(s)
Prepare proposals on demand or provide input into proposals;
Provide input to contract negotiations and business plans;
Ensure compliance with all governance requirements e.g. PFMA, PPPFA;
Ensure compliance with professional appointment best practice
Ensure compliance with infrastructure procurement best practice;
Ensure compliance with legislation including health and safety, environmental requirements and building regulations;
Prepare and ensure that all project initiation documentations are of adequate quality and in place;
Undertake options analysis and feasibility studies to inform project development
Prepare background studies to understand key parameters and restrictions to new development;
Risk identification and response planning;
Facilitate the scoping and planning of projects;
Define performance targets related to for instance energy, water, local content and occupant comfort which support sustainability objectives
Share accountability for the planning of, negotiating for and coordinating resources (human resources, financial, equipment, service providers etc.) required for project execution;
Create an appropriate project plan in collaboration with relevant expertise, including but not limited to: work breakdown structure, procurement method and contracting, statement of work, sequence, interdependencies and budget, resource allocation and levelling, duration estimates;
Direct, manage and control project work;
Manage professional appointments;
Contract administration;
Coordinate development within the company, including liaison with key stakeholders
Perform integrated change control;
Validate and control scope;
Control / manage schedule and costs;
Prepare monthly reports on financial and performance of the project team to relevant line manager;
Perform quality assurance and quality control;
Manage communications to relevant stakeholders in accordance with communications plan including project status to all stakeholders; • Manage and mitigate risk and issues;
Conduct and control contracting and procurement;
Contract and subcontract management;
Balance constraints across and between projects;
Administer close out of projects in accordance with organisational processes Review completed projects and capture lessons learnt;
Ensure full commissioning of systems;
Ensure effective facilities management in place at handover;
Ensure full documentation including as-built documents and manuals;
Provide inputs to, realised benefits, team performance, project records and documents; technology demonstrator submissions.
