Mandatory Requirements
• The Industry Specialist needs to be knowledgeable around the operation, coordination and objectives of Neighbourhood watches (NHW) and/or Community Policing Forums (CPF) across the City of Cape Town.
• Requires understanding and has existing relationship within the NHW or CPF Must be regarded as a specialist or domain expert in this area.
• The Industry Specialist that will be appointed must have demonstrated skills and expertise in the understanding the business objectives of a large scale organisation.
• Experience of 3 years or more within a NHW or CPF in a project delivery, operation or support role.
• Must have experience with working with multiple NHW stakeholders
• Must have the ability to manage and drive a cross group collaborative team.
• Information Technology or SAP Systems knowledge would be advantageous.
• Proven experience in Business Requirements analysis and Business Process re-engineering would be an advantageous.
• Must have own vehicle and be willing to travel within the City of Cape Town.
Responsibilities
• Key elements include assessing, describing and analysing the business needs of Neighbourhood watches (NHW), community policing forums (CPF) and stakeholders to help identify business problems and propose solutions.
• Provide specialist expertise around NHW, CPF to aid in understanding of their Strengths, Weakness, Opportunities and Threats (SWOT)
• Provide expertise around the variety of operating models of NHW, their internal working and how process can be improved.
• Provide expertise in formulating common Standard Operating Procedures (SOP) across all NHW.
• Aid in the establishment of a working group for NHW to gain participating, stakeholder management, perspective, insight and solutions to problems within the NHW communities.
• Through a consultative process define NHW Standard Operating procedures.
• Through a consultative process review and amended the Cities Memorandum of Understanding (MOU) with NHW.
• The successful candidate will also be involved in providing business improvement solutions that requires conceptual level of business and technical challenges that need to be taken into account.
• The successful candidate will be the primary interface to business for the Business Analysis team for the analysis and documentation of business requirements and processes for enhancements or new functionality or subsequent development by a team of software developers.
• Development of business process improvement plans.
• Has good knowledge of current IT systems as used within the various NHW organisations.
• Has good knowledge of Control rooms, CCTV and License Plate Recognition monitoring systems.
• Writing of business requirements for the purposes of automation of business processes and business and NHW reporting requirements.
• Engaging key stakeholders within the company relating as well as external role players and systems where integration is required.
• Assisting with training, coaching & reporting.
• Working within the specified Project Management team in ensuring that all defined processes, status and approvals are adhered to in accordance with the project plan.

PROFESSIONAL FUNCTIONS
• Conduct information sessions using techniques for requirements gathering, functional decomposition, functional user interface design, process improvement, technology assimilation, change management.
• Contribute to analysing business processes and investigations to perform modelling/mapping of business processes, conducting as-is/to-be business process (re-)designs for substantial business problems, and come up with alternative business solutions.
• Contribute to Analysing and evaluating business data and other information collected, focusing on identifying what data is pertinent and what data structures, tables and entities are required in the new systems.
• Documenting and disseminating results of research and investigations to project team and providing guidance in terms of solutions design and development, and sharing knowledge with fellow professionals engaged on common areas of work within the forums.
• Facilitating the development of projects, systems, policies and procedures and their implementation.
• Participating in the systems design phase of systems identified for development to ensure consistency of designs and business objectives, through prototype efforts, including determining the technical feasibility of automated solutions on different platforms
• Researching, prototyping and assessing the feasibility and impact of releasing certain functionality in the desktop environment out to the business.
• Defining testing conditions for the integrated testing of developed systems and participating in systems testing and sign off of developed application systems before roll-out to the user departments. Compile test plans and test packs and assist in testing newly developed or enhanced software and new releases of developed software.
• Participating in the training of end-users in application systems developed and the implementation of change management programmes within NHW and CPF.
• Assisting in the monitoring and managing of external service providers in the delivery of goods and services participating in application systems development.
• To assist the Company eliminate manual processes through the use of software solutions through workflow enablement of business processes and the delivery of appropriate Information systems technologies to enable the achieve its strategic objectives and also improve the efficiency of the administration of the company.
COMMUNICATION
• Performing the liaison function between the NHW and business side of the Company or external service providers.
• Leading, coordinating and facilitating meetings with management, internal and external clients and fellow professionals to give or receive information on projects, processes policies and systems.
• Leading, coordinating and facilitating working groups to share knowledge and develop plans and strategies on issues of common concern.
• Liaising with other technical staff in IS & T with respect to resolving technical problems and software deployments.
• Providing technical expertise to Senior Management with respect to how their workforce can utilize collaborative application technology
ADMINISTRATION
Drawing up of reports and correspondence to facilitate the functioning of the Branch, by:
• Writing of reports of varying complexity to record research and information collection, share information, formulate conclusions and strategies and make reasoned recommendations.
• Responding to requests for assistance or resolution of problems to both internal and external clients.
• Compiling, analysing and evaluating statistical data and making written recommendations to line management.

• Expert knowledge of NHW and CPS operating procedures, data collection and management capabilities.
• Strong business understanding, with hands-on experience in engaging NHW and CPF.

• Verbal and written communication skills, with an ability to express complex technical concepts in business terms
• Ability to work in a team and interpersonal skills
Qualifications or Experience
• Industry recognised business qualification or business administration degree.
• Knowledge of inner workings of NHW, CPS or other community structures At least 3 years of working with these organisations in this specialised or functional role.
• Business requirements definition and drafting functional specifications experience would be advantageous.
• Experience in working with local government organisations would be advantageous.
