Job Title: NPO Monitoring & Evaluation Assessor
Reports to title: GCBS Monitoring and Evaluation Manager
Location: Johannesburg
Profile: The Government Capacity Building and Support (GCBS) programme with the Department of Social Development (DSD) is being implemented with funding from USAID. This contract seeks to enhance the capacity of the South African Government (SAG), specifically the DSD, in supporting Orphans, Vulnerable Children and Youth (OVCY) and focuses on strengthening DSD’s response in addressing social and structural barriers that increase the vulnerability of OVCY to Human Immunodeficiency Virus (HIV), Sexually Transmitted Infections (STI) and Tuberculosis (TB). It also aims to address specific constraints hampering the health and social development system to achieve better outcomes for OVCY and other vulnerable children (e.g. those affected by poverty, child abuse, neglect and exploitation). Funding for the programme started 6th September 2013 and the programme will be implemented over a five-year period (October 2013 through -September 2018).

Technical advisory roles on the GCBS project include the following:
1. Technical leadership for project component 3: Strengthen social and individual behaviour change to prevent HIV infection in children and youth under 18 years. This includes developing combination prevention programmes for key populations - the design, implementation and monitoring of the flagship YOLO youth prevention programme launched in November 2015; design of the Families Matter programme; and technical advice on the development of prevention programmes targeting sex workers, traditional leaders and young parents.
2. Technical leadership of project Component 5: Support and strengthen the child protection response framework. Activities include increasing access of children and youth to ART, counselling and community based care and support in line with Pepfar3.0 indicators.
3. Technical leadership for component 6: Strengthen the management of the South African social service workforce serving children. Activities include strengthening the institutional capacity of DSD to plan, manage, develop and retain the social service workforce (SSW) serving children.

Duties and Responsibilities
The M&E Assessor will conduct an assessment of the NPOs that are to implement the YOLO programme, specifically to determine the strengths and weaknesses of their monitoring and evaluation systems, and identify areas where such NPOs can be supported.
Using the tool that will be provided, the M&E assessor will conduct an assessment on the following aspects:
? The NPOs’ M&E system, and provide a description of the existing system
? The people responsible for M&E processes, including:
o Their roles and responsibilities
o Number
o Qualifications
o M&E training attended (formal or on-the-job)

? The NPO’s M&E plan, including:
o The results to be achieved – outputs, outcomes and impact
o Indicators that are being tracked, how it is done and how often

? The NPO’s reporting system, including:
o Data generated
o What is being reported
o How it is reported (statistics, narratives, standard templates, etc.)
o To whom it is reported (funders, statutory bodies, etc.)
o How often the reports are generated (frequency)
o How the data that is being collected is used (other than for reporting purposes)

? The data quality assurance processes being used to ensure integrity of the data
? Specific areas where the NPOs need to improve on their M&E system or where the NPOs
need support
Measurable Outputs and Performance Indicators
? M&E Assessment Report for each NPO covering all the above areas

Competencies
? Excellent organisational skills: establishing priorities and targets, and ability to meet
deadlines and produce quality outputs
? A demonstrated ability to organise and accurately complete multiple tasks by establishing
priorities while taking into consideration special assignments, frequent interruptions,
deadlines, available resources and multiple reporting relationships.
? A demonstrated ability to plan, coordinate and organise workload while remaining aware
of changing priorities and competing deadlines.
? Have excellent communication skills (written and oral): Sensitivity to and responsiveness
to all partners, respectful and helpful relations with donors and project staff.
Required Skills and Experience
? An M&E focused qualification is strongly preferred
? At least one year previous M&E experience on USAID funded projects
? Excellent computer skills especially MS Office applications
? Knowledge and application of database applications e.g. MS Excel, MS Access, SPSS,
Epiinfo, etc.
