The Mandela Bay Development Agency (MBDA) is an entity of the Nelson Mandela Bay Municipality (NMBM) established to drive urban regeneration of designated emerging nodes in the Nelson Mandela Bay of which the SPUU programme in Helenvale forms part thereof.

The MBDA is looking for a Planning and Development Manager that will be focussed on the establishment and overall management of a portfolio of projects in Helenvale and other emerging Township nodes.

Key Deliverables:
This position will report to the Chief Executive Officer, and the key performance areas are:
• Development and management of urban upgrading projects in mandated areas.
• Planning and implementing of various infrastructure, environmental, housing, social, safety and local economic development projects as it relates tothe said programme.
• Monitoring progress of projects and ensuring that the project objectives are achieved
• Reporting on project deliverables to management, external funders, project partners and community structures
• Facilitating and co-coordinating social cohesion, including the community’s involvement in the programme.
• Sourcing and securing funding from the public and private sectors as well as donor organizations.
• Oversight of consultants, service providers, contractors and subordinate staff.
• Facilitating skills-based community development and training programmes.
• Facilitating community safety as well as sustainable livelihood approaches in project areas.
• Liaising with different stakeholders including all spheres of government, donors, private sector, NGO’s, community structures etc.
Minimum Requirements:
• An appropriate B degree in Development Studies, or related social sciences field
• At least 5years’Project Management experience in community and infrastructural
• development field.
• At least 5 years’ Social Facilitation and engagement skills
• Proficiency in English and Afrikaans languages
• Proven leadership to include conflict resolution, communication and presentation abilities
• Computer Literacy
• Possess a valid Driver’s License and have reliable transport

Understanding of the legislative framework governing municipal entities will be advantageous. Furthermore, as a condition of employment the successful candidate will be given an 0pportunity to comply with National Treasury’s minimum competency requirements for senior managers in local government; if not already attained.

The salary package will be commensurate with relevant experience and overall competence assessed. The incumbent will be expected to sign an annual performance agreement.
