Minimum experience and requirements
MUST HAVE

EDUCATION:

• Facility Management qualification from an accredited institution
o Both hard and soft services
• Property Management experience/exposure
• Project Management qualification / experience / exposure a benefit

EXPERIENCE & SKILLS:

• Facility and Property Management experience in excess of 5 years
o Accommodation property management and facilities is a plus
• Knowledge of staff management and disciplinary procedures
• Strong administrative abilities
• Understanding of maintenance matters and procedures
• Energy and utility efficiency processes and procedures
• Project management
• Operations Management
• Cost saving and emergency efficiency experience
• Understanding and experience in SHE Reps, health and safety, and fire compliance
• Firefighting and First Aid a plus
• Budget setting and management (including budget reporting and analysis)
• Cost management and reporting

The job will require the incumbent to work through the December period, and from 15 November to 15 February, no leave is granted. Being in the student accommodation space, we are always on 24 hours standby. Alternative weekend/standby duty required

Will be responsible for a portfolio of approximately 11 properties stretching from Cape Town, Port Elizabeth & Durban

Key Performance Areas
Duties

• Manage the management and administrative team working within CT (assigned to the buildings under their control) (CT , PE and DBN):
? Ensure that they deliver to their job description and to company standard;
? Ensure that a development programme is in place for the upliftment of the Building Managers in terms of their current skill set;
? Ensure all Building Managers have the competency to perform their duties;
? Carry out inspections to buildings on a regular basis;
? Carry out precinct inspections on a regular basis;
? Ensure that Building Managers have the necessary tools and equipment available;
? Perform performance assessments of all staff reporting to you and this may include conducting disciplinary procedures as and when necessary.
• Ensure that all the buildings are well maintained:
? Manage fault reporting via the Building Managers and the maintenance system and the Maintenance department;
? Ensure all maintenance is completed to required specifications and standards;
? Pest control;
? Lift contracts and services;
? Heat pumps and boiler systems well maintained;
? That national service standard in terms of turnaround time is complied with.
• Ensure all buildings are properly secure:
? Manage the relationship with FDO Manager;
? Through the key shop ensure compliance of the required keys for the building;
? Through the key shop staff manage the required tenant lockouts;
? Ensure the highest security standards are maintained in every building;
? Ensure all access points to a building are secure including major risk areas;
? Building Managers to report daily security breaches to you;
? Ensure visitor regulations are maintained.
• Maintain health and safety standards of buildings:
? Ensure all fire prevention and fire fighting equipment is in place and in proper working order;
? Ensure that the building is compliant in all areas of health and safety;
? Ensure all first aid boxes are in place and contents is current;
? Ensure each lift has a proper maintenance and inspection register in place and ensure procedures are in place to report lift breakdowns;
? Manage the bi-annual fire drills in each of the buildings under your control.
• In relation to the above and the requirement of the building managers service:
? Ensure that all the buildings are clean, safe and well maintained by/through the management of service providers:
? Ensure that all maintenance is completed to the required specifications and standards
? Pest Control/washroom contracts;
? IT (in terms of the biometric system/turnstiles and student internet);
? Maintenance (in terms of service delivery and turnaround times);
? Health and Safety related aspects;
? Report all health risks in the precinct to the City Health Department;
? Report all water and electrical related matters in the precinct to the necessary City Service Departments;
? Ensuring that the area around the building/s is clean and duly serviced in terms of refuse and service delivery.
• Project Management
? Ensure that CAPEX and Special Project funds are correctly spent and that contractors on site adhere to the project scope of works;
? Manage all the quotation and contract procurement processes;
? Sign off all site work completed by external project contractors;
? Participate in all site meetings for new refurbishment programmes together with the Project Manager and the Maintenance Team.
• Enforcing and implementing structures, procedures, and operations to ensure that the buildings are kept to the highest standards of health, safety, security, and maintenance;
• Maintain and administer various reporting procedures set-up, including reporting to executive management – in particular, cost-effectiveness and analysis in relation to budget usage; and
• All other ad hoc tasks and responsibilities as assigned by management.
