Procurement Manager (preference AA Female)

DESCRIPTION OF THE JOB:
Procurement Manager is responsible for the management of the procurement and purchasing team deployed into the Project by providing strategic leadership in managing the procurement activities, contract negotiations and settlement agreements of the contracting of services, goods and equipment for the Project in order to establish maximum performance leverage from such contracts. The Procurement Manager determines, establishes and implements the project procurement strategy, applying processes and systems required to deliver procurement and post contract management to the project and commercial close out of contracts post the effective delivery of the contract deliverables. The key deliverables and measurement of success are divided into the phases of the Project.


KEY PERFORMANCE AREAS:
• Develop procurement strategies, management plans and procurement operating plans (POP) to support the execution of the project, during the feasibility phase.
• Ensure alignment of procurement strategies through consultation with Project area leads, Head of Project and asset acquisition process for each phase of the project
• Set the project up for success through the establishment of the POP, procurement strategy, schedule, supplier cost estimates.
• Manage procurement activities in accordance to the plan, while continually adapting and enhancing the plan as required
• Build and maintain close relationships with the business and external stakeholders/key suppliers
• Work directly with project team members, suppliers and contractors to define project requirements, scopes of work and requests for proposals and bid submittals.
• Manage the compilation of commercial contracts according to legal and project requirements and initiate the supplier relationships to ensure delivery.
• Analyse and anticipate the risks involved in the contracts, based on the existing conditions and provide counter – strategies and solutions to mitigate and resolve them contractually.
• Review and manage supplier performance and contractual compliance according to contract to identify nonconformance and to initiate corrective action.
• Co-ordinate and Integrate all technical aspects of the contract in accordance with the contract requirements
• Ensure that quality proposals plans are inherent and clear in the contract to monitor the delivery within the parameters of Safety, security and other legislative implications.
• Analyse and anticipate the risks involved during execution and provide counter strategies and solutions to mitigate issues and resolve any contractual bottlenecks.
• Deal with any litigation and arbitration issues; work closely with the legal advisors to manage any litigation or arbitration matters.
• Co-ordinate all legal disputes with respect to the Project contracts and engage with all relevant stakeholders, legal advisors and compile all necessary documentation and information.
• Analyse and anticipate potential contractual risks and provide solutions to mitigate the risks.
• Lead challenging procurement objectives and create a sense of urgency to overcome barriers.
• Deliver to the allocation and capacitation of resources to facilitate a stable and sustainable contracting model for optimal delivery of required service.
• Plans and co-ordinates the objectives of procurement personnel engaged in the procurement of services, construction material and equipment.
• Ensure adherence to Corporate Governance principles and compliance with the business Code of Conduct and Ethics

? Strong understanding of local contracts law in South Africa, rules and regulations and any international laws impacting on the contracts

? Sound understanding of financial planning and ability to align procurement strategies therewith.

MINIMUM REQUIREMENTS:

? A Legal Degree with commercial expertise – Project/Engineering experience is an advantage
? A minimum of 8 – 10 years’ experience in the commercial environment
? Good knowledge in formulating strategic contracts
