PURPOSE OF THE POSITION

Responsible for the procurement of goods and services as well as managing assets in line with the Supply Chain Management (SCM) Policy and the Assets Policy.

KEY PERFORMANCE AREAS

The following Key Performance Areas are applicable:

- Asset & Inventory Management

- Supplier Performance Management
- Contract Management
- Reporting

KEY RESPONSIBILITIES OR OUTPUTS TO BE DELIVERED

Demand Management

- Manage procurement of goods and services in line with SCM prescripts
- Ensure establishment and proper functioning of bid committees
- Maintain SCM policies and procedures
- Draft and present appropriate supply chain reports
- Prepare SCM Strategy and 3 year procurement plan
- Prepare and present annual procurement plan

Asset & Inventory Management

- Apply appropriate principles and policy in inventory and asset management
- Apply appropriate principles and policy in supplier management
- Maintenance of the asset register and inventory sheets
- Perform monthly reconciliations to ensure asset register reconciles to the general ledger
- Perform regular asset and inventory verifications and annual assessments

Risk management within SCM

- Identify risks associated with procurement and provide mitigating controls
- Establish a platform through which SCM violations can be reported and corrected
- Ensure non-recurrence of SCM related audit findings and prevent new once.

Supplier Performance Management

- Ensure delivery of goods and services in accordance with agreed terms
- Ensure completion of services rendered prior to payment
- Ensure corrective actions are taken where non-performance is detected
- Regular updating of suppliers database

Contract Management

- Facilitate the signing of contracts and SLA's for new projects
- Maintain an updated contract register and ensure safe custody of contracts
- Monitor Payment Tranches to service providers
- Report on status of contracts prior to expiration dates and facilitate processes to appoint service providers to perform relevant services

Reporting

- Maintain proper records of SCM documentation
- Produce appropriate SCM reports
- Produce appropriate reports relating to Fruitless, Wasteful and Irregular Expenditure
- Perform any task as required

DECISION AUTHORITY

- Authority in terms of Delegation of Authority of the Institution

MINIMUM JOB REQUIREMENTS

Qualifications

- National Diploma or Degree in Supply Chain Management/Procurement/Financial Management or in Accounting

Experience

- At least five (5) years appropriate experience in a procurement environment
