Scope & General Purpose of the Job:
To assist with the procurement of goods and services for the organisation.
Procurement:
- Procurement procedures are applied for the buying of all goods and services.
- Systems for the identification of operational needs for procurement are applied in all operating units.
- Scrutinize purchase requisitions for compliance with procurement policies and procedures.
- Generate purchase orders and maintain control over their issue and authorization.
- Release purchase orders only after appropriate authorization has been received.
- Expedite outstanding supply orders.
- Non-contract stock item prices are checked periodically.
- Liaise with Finance where purchase price, order quantities or stock description discrepancies occur.
- Vendor representatives are engaged by appointment, controlled and meetings recorded.
- Non-stock items are reviewed and recommendations made when appropriate to include on the contact supply list.
- Gather data to enable the consolidation of potential group purchasing requirements to enable effective negotiation with suppliers.
- Apply supplier assessment criteria and maintain a database of approved suppliers by commodity, region and record their rated reliability and
sustainability.
- Uphold the integrity of the procurement system at all times.
- Procurement service levels committed to operational units are met.
- Ensure all certificates of suitability of products and services are lodged by suppliers for all products received.
- Supplier performance is monitored to ensure service levels are maintained.
Records:
- Procurement database and recording systems are established and kept up to date.
- Procurement records are kept up to date and monthly reports reflecting procurement activities and trends are issued.
- Monitor stock levels and re-order levels for replenishment.
- Track purchasing history against usage of goods and materials and report anomalies.
BBBEE & Enterprise Development:
- Support and promote local suppliers wherever possible.
- Where ED support is appropriate engage with Corporate Affairs personnel to provide such support and record the obligation in the vendor
engagement process.
- Local vendor procurement education engagements are facilitated to increase local purchasing.
Strategic Plan:
- Procurement information is collected, collated and compiled timeously to assist in the development of business plan.
- Procurement measurement criteria are reported to provide input to strategic plan goals.
- Procurement measurement criteria are bench marked against relevant industry standards to provide comparisons for setting strategic plan
goals.
Competency (Skills and Knowledge) :
Observation, Comparison, Communication, Socialization, Negotiating Skills
Education & Training :
- Diploma in Procurement Management.
Experience:
- At least 5 years in Procurement positions of which at least 3 is in the mining industry
