Programme Manager

Johannesburg

A dynamic and comprehensive HIV and TB treatment and HIV prevention and testing company is currently looking for Programme Manager in Johannesburg.

These services of the NGO/Organisation includes antiretroviral medication, CD4 testing and lab monitoring, treatment for opportunistic infections, on-site pharmacy services, condom distribution and community outreach HIV testing services. The South African team is committed to providing high quality medical as well as social support for those who need it. All these services are provided free of charge.

Main Duties and Responsibilities:

Strategic Direction:
• Represent the company at high level HIV/AIDS/STI/TB meetings and workshops with both internal and external stakeholders serving as the face for the company in collaboration with Country Director.
• Develop and maintain strong local partnerships, to facilitate collaborative efforts and information-sharing.
• Conceptualize and develop a strategic plan for the department.
• Scanning the environment for strategic opportunities for program and funding diversification.
• Support and coordinate with the grant writing team on all grant writing initiatives.
• Coordinate implementation efforts with the highest level of government and other partners on HIV/AIDS, STI and TB programs.
• In collaboration with Country Director, maintain regular communication with CDC SA, N/PDOH, HRSA, other implementing partners and other stakeholders.
• Provide leadership of research activities across projects in collaboration with University faculty and the Strategic Information team.
• Serve as technical expert on the development and management of the portfolio including work force development, evidence based interventions and service delivery.
• Lead and participate in the development and implementation of high quality and sustainable HIV/AIDS, STI and TB programs in South Africa, with concrete transition plans negotiated with respective partners.
• Lead and supervise the team on all aspects of program implementation, from design to planning, implementation, monitoring & evaluation, status review and progress of programs.
• Provide technical assistance as regards capacity building, planning, implementation, monitoring and evaluation to key governmental and non-governmental partners.
• Provide oversight to program administration, develop strategies to guide the development of cross-cutting programs and cross fertilization between teams.
Program management
• Manage program budget and other program resources including subcontracts, consultants, and University resources with Operations and Finance teams.
• Develop work plans that align with budget and lead routine budget monitoring for programs in collaboration with the team and the organisation SA leadership team.
• Regular reviews of program budget and design interventions to address variances.
• Proactively collaborate with donors and key stakeholders to develop contingency plans when significant variances in budget or work plan implementation goals occur throughout the fiscal year.
• Ensure clarity of roles and responsibilities for staff, between Country office, HQ, donor agencies and consultants in relation to deliverables.
• Review all protocols and Standard Operation procedures for programs.
• Lead and support adherence to protocols and SOPS in collaboration with SI department and faculty.
• Ensure program evaluation is appropriately embedded into all programme activities in collaboration with SI department.
• Provide program progress reports on goals and objectives per internal and external reporting requirements.
• Ensure systematic, consistent collection, compilation and dissemination of program activity indicator data.
• Facilitate monthly work plan review process with the team to make adjustments to work plan based upon progress and shifting priorities.
• Develop operational research studies and outcome evaluations related to activities in South Africa in tandem with the faculty and SI teams.
• Develop conference abstracts and presentations on specific country project scope and achievements, as needed.
• Develop and review manuscripts for publication.
Qualifications or Skills Required
• A Master's Degree in Public Health, Health Policy, Nursing, or related field is required, AND eight years’ experience in planning and managing public health programmes related to HIV/AIDS, STI and TB, and capacity building initiatives. At least six years in a leadership role in a complex, multi-faceted project.
• At least six years of experience supervising the work of other staff and/or consultants.
• Experience working with South African National and Provincial Departments of Health.
• Experience training health care workers.
• Ability to exercise good judgment and decision-making.
• Excellent writing and editing skills.
• Fluency in English (reading, writing, speaking).
• Commitment to building personal and organizational capacity.
• Demonstrated ability to communicate between colleagues with a variety of cultural backgrounds in a respectful and diplomatic manner.
• Demonstrated ability to enhance effective professional partnerships.
• Strong initiative, ability to develop and carry out work plans, and demonstrated skills for solving problems independently.
• Strong organizational, electronic file management and computer skills including MS Office, Power Point, Excel and Access.
• Ability to facilitate and present publically at project meetings and in public forums.
• An equivalent combination of education and experience may be substituted for minimum education requirement.
