The Programme Director (PD) leads the implementation of the SOS Children’s Villages Programme in the location, which includes both an alternative care and a family strengthening component. The person ensures compliance with the SOS Strategy 2030, as well as related plans, budgets policies and quality standards.

Key performance areas and responsibilities:

• Programme Development and Management:
a) Coordinate and manage all areas of work within the Programme.
b) Ensure efficiency through best use of available resources.
c) Lead the implementation of the programme management cycle to ensure that the Programme is relevant to the local context and that it meets the needs of children who have lost, or are at risk of losing, parental care.
d) As a member of the National Management Team, regularly provide advice and opinion on relevant organizational matters, and contribute to the development of midterm (3 year) and annual plans for SOS South Africa
e) Facilitate cooperation and information sharing with peers, and between National Office staff and the Programme.

• Monitoring and Evaluation
a) Ensure that monitoring and evaluation systems are in place within the programme
b) Ensure that the Programme Database is constantly updated, and that it accurately reflects the situation of the beneficiaries
c) Provide timely information, results and analysis to the National Office for quarterly and annual reviews
d) Take responsibility for ensuring that Grant Agreement requirements are adhered to, by providing the necessary input to the Fund Development Unit

• Leadership
a) Set up an effective Programme Management Team for the location and lead this management team in an effective and motivating manner. Make provision for the participation of youth in the management of the Programme.
b) Participate as a member of the Local Board to drive the vision and strategic plan of the programme. Work closely with the Local Board Chairperson to ensure that the requisite number of meetings occur, and that Local Board members are kept informed of all relevant activities in the programme.
c) Foster effective teamwork between the Local Board, the National Office and location staff members.

• People Management and Development:
a) Establish appropriate staffing patterns and ensure full staffing of the Programme.
b) Ensure that all staff receive an orientation to the standard organisational policies and practices and that appropriate training is provided.
c) Oversee the implementation of Human Resource policies, procedures and practices to ensure the effective implementation of the HR Cycle in the CVP.
d) Oversee the implementation, drive and management of all people development initiatives
e) Ensure that personnel, donor and volunteer files are securely stored and privacy is maintained.
f) Discipline staff when necessary, in line with MA `Disciplinary Code.
g) Coach and mentor staff as appropriate to improve performance.

• Financial and administrative management:
a) Build accountability in the programme by ensuring implementation of simple and effective financial and administrative procedures, in accordance with defined policies, guidelines and standards.
b) Lead the budgeting process in the location and work with National Office staff to prepare the annual budget.
c) Monitor budget expenditure (in cooperation with the responsible person for finance within the programme), in order to ensure that funds are properly used.
d) Continually look for ways to provide quality services in a more cost-effective manner.
e) Ensure compliance with all relevant legislation.

• Implementation of a quality assurance system:
a) Ensure the implementation of national quality standards with guidance and monitoring from function staff in the National Office.
b) Monitor the implementation of recommendations from national and international quality audits.
c) Maintain oversight over all quality management systems and processes within the Programme

• Partnership Management:
a) In collaboration with the Communications Unit at National Office, support and implement national advocacy campaigns within the local community.
b) Establish good working relationships with the Department of Social Development, community groups, funders, local authorities and other organisations to help achieve SOS’s strategic goals.
c) Ensure that agreements and contracts with authorities and other agencies are negotiated and concluded in consultation with the Risk Manager at National Office, and with a power of attorney given by the National Director.

• Local Fundraising and Public Relations:
a) Work with the Fund Development Unit to secure adequate funding for the CVP.
b) Research funding sources, oversee the development of fundraising plans and provide input to funding proposals to increase local funds for the CVP.
c) Initiate & Participate in fundraising initiatives as appropriate.
d) Strive for highest possible level of self-financing of programmes – within the frame of targets agreed during the strategic planning process.

• Risk Management
a) In collaboration with the Risk Manager at National Office, identify areas of risk associated with assets and resources of the programme and implement mitigations.
b) Adhere to all policies, systems and processes related to the management of Risks.
c) Ensure the Local Board and staff understand the terms, conditions and limitations of insurance coverage.
d) Participate in Risk assessments and audits from National Office as required.
