PROGRAMMES MANAGER: GET SCHOOLS
(5 year fixed term contract)

Job Purpose
To develop, plan and manage MST teacher development support programmes and resources in Gauteng province, that are contained in the following subjects:

1. Foundation Phase Mathematics
2. General Education & Training (GET):
• Mathematics;
• Natural Sciences and Technology
• Natural Sciences
• Technology
3. Community Education & Training
• GET Mathematics
• Natural Sciences & Technology
• Natural Science
• Technology

Key Responsibilities:
1. Assist the senior manager in managing and implementing strategy of the above listed MST- GDE education programmes.
2. Assist the senior manager in the implementation & roll out of MST strategy that focuses on (a) MST Teaching and Learning (b) MST Resources (c) Materials Development and (d) Monitoring & Evaluation activities
3. Quality assures and offer advice on the teaching and learning MST resources.
4. Provide direct support for the development of teaching and learning support Materials with exemplars of assessment activities, e.g ANA, SACMEQ & TIMMS.
5. Coordinate procurement for the service/s that are required in MST projects.
6. Develop plans with MGSLG and assisting the senior manager to manage budget of the above listed Teacher Development programmes.
7. Attends the DBE-Curriculum & Teacher Development directorate meeting as per request, meet with Project Managers at MGSLG and GDE-head office - from Teacher development and Curriculum Directorates for curriculum coordination and alignment.
8. Monitoring the implementation of the training and development activities.
9. To develop criteria and instruments to evaluate teaching and learning resources and materials development.
10. Implement systems and document the processes and systems needed to make the programme run effectively and conducting the Monitoring & Evaluation of projects.
11. Maintain and update information requirements for the purpose of review and reporting, including quantitative and qualitative data to policy and planning directorate.
12. Consult with all the relevant stakeholders at GDE Head Office, districts, ELRC and Unions on the planned development programmes.
13. Collate and analyse the IQMS/PMS reports of MST teachers and HODs and make recommendations for further improvement and development through the ATR’s and WSP.
14. Coordinate the endorsement process with SACE.
15. Manages the administration of the PDP scores after each training and ensures that they get directed to SACE and the proper feedback is shared with our clients.
16. Conduct performance assessments for project officers.
17. Plans and coordinates the implementation of the ongoing support of Professional Learning Communities (PLC’s) to teachers.
18. Attend the Provincial Implementation Team (PIT) meetings with TD and CMS
19. Attend the PERLC meetings at most 3 times a year with TD and Unions.
20. To liaise with teacher training institutions, organisations and universities
21. Managing 3 fulltime employees and ± 258 part time trainers

Minimum requirements:
Education
• An education appropriate Bachelor of Science degree or equivalent qualifications backed with 7 years teaching experience in GET band.
• A sound knowledge of all major relevant education legislation and policies, particularly those having a direct impact on curriculum, teacher development and assessment including the WSE.
• Experience in the use of ICT in MST teaching & learning
• Project management- NQF 5 would be an added advantage

Experience
• 5 years’ teaching experience in teaching GET- MST subjects -compulsory
• At least 5 years’ experience in Management of GET -MST education projects/ programmes.
• 5 years’ experience in the MST Teacher Training & Development environment.
• Experience in handling the MST conditional grant.
• Hands on experience & in-depth knowledge of policies under pinning Teacher Development.

Required competencies (skills, knowledge and behavioral attributes)
Knowledge / Skills
• Sound knowledge and understanding of ICT in education, as it relates to teaching and learning in the classroom.
• A thorough knowledge of all policies and legislation governing education in South Africa.
• Knowledge of supply chain management.
• Manage operational and procurement plans as well as budget expenditure.
• Attention to details and a high level of accuracy.
• Good inter-personal relations.
• Writing the monthly and quarterly operational reports & key deliverables reports to MGSLG and GDE.
• Problem solving.
• Self-disciplined, work overtime and under pressure with minimal supervision.
• Managing the recruitment and training of MST Lead teachers.
• Strong analytical and advanced computer skills
• Data mining, handling knowledge and research on the latest developments related to curriculum.
• Experience MST Teacher training
• Experience in MST Materials development.
• Valid driver’s licence
