Project Manager Quality Improvement

SM Healthcare Placements is inviting applications from suitably qualified individuals for the position of NGO Project Manager Quality Improvement based in Johannesburg CBD for an exciting role within an International NGO in the health care field.

To improve HIV and TB related outcomes by strengthening health and patient management systems at facility
and sub district levels in line with key DoH strategies, by developing, designing and implementing Quality
Improvement Methodologies/Approaches including the Integrated Clinical Services Management (ICSM) &
National Core Standards (NCS).

Education, Training and Experience

• Bachelor’s degree or equivalent in health sciences or related field, Master’s degree (MPH, MA)
• At least two years relevant project management and Quality Improvement (QI )experience
• Interest in and knowledge of District Health Services i.e. Primary health care. Knowledge of principles
related to Health Systems Strengthening and QI (e.g., WHO Building blocks for HS, Model for
• Improvement, Breakthrough Model, Lean, National Core Standards, Integrated Clinical Services ModelICSM)
• Knowledge of HIV TB Programmes and the Indicators thereof.
• Demonstrate knowledge of synthesizing information and presentation, knowledge of evaluation designs in
HIV programs
• Minimum 5 years’ experience in public health and HIV Management
• Certification in HIV Management or NiMART and PC101 Trained.
• Sound technical knowledge of PMTCT, TB-HIV integration, Paediatric treatment and care, and
• management of non- communicable diseases (NCD’s) including mental health.
• Quality Improvement Advisor Certificate or equivalent.
• Knowledge of national and provincial health structures.
• DHIS experience preferred/NIDS knowledge.
• Experience working in a donor funded organisation / NGO or project-based environment.
• Knowledge of clinical systems and data management.
• Experience in training, material development and quality improvement.
• Exceptional organisational and administrative skills.
• Ordered and systematic in approach to tasks.
• Attention to detail.
• Pro-active, able to exercise discretion and independent decision-making.
• Able to prioritise own work load and work
• National and international travel will and overtime may be required from time to time.
• Must be contactable after working hours.
• May be required to work at sites that are under resourced and operate in a highly pressurised

Key performance areas

• Lead and participate in the design and planning of Quality Improvement projects (QIPs), approaches and
methods.
• Working together with management, Technical teams and staff to create policies and procedures to
ensure a standardised approach to undertaking Quality Improvement projects
• In consultation with the District and sub-district ICSM champion, Local Area Managers and Coordinators
formulate an intervention strategy for successful ICSM implementation for each identified facility
• Collaborates with IT, M&E, Training and Technical Teams to facilitate design and development of
appropriate database tools and reports.
• Develop a milestone document with timelines (work breakdown structure) for implementing interventions
for successful QIP and ICSM implementation at facilities
• Must create a culture of quality improvement and coordinating improvement, measurement and change
management projects to ensure effective performance and organizational success.
• Act as a change agent for leading and managing continuous improvement processes while instilling a
culture of accountability.
• Support the sub-district in the development of the , sub-district and facility engagement plan with clear
roles and responsibilities implementing the ICSM care package, National Core Standards (NCS) and QI
programmes.
• Facilitate identification, planning (structure), and execution of improvement projects throughout the
implementation sites.
• Assume project lead role and develop project plans identifying all aspects of the project including
timeline’s for each task. Assures timely collection, processing and reporting of data per project.
• Serves as a proactive liaison to Technical Teams to facilitate TT engagement in projects, timely
completion and submission of QI projects and data collection and development of interventions for
improvement.
• Integrate ICSM activities in the routine QI programme within Region F facilities
• Offer technical support to QIAs on the design and implementation of QI projects including ICSM & NCS.
• Responsible for providing expertise, advice and coaching to the HSS teams on QI, ICSM & NCS.
• Serve as a champion, coach and expert in quality improvement (QI) to ensure that HSS Programmes and
other initiatives across Wits RHI effectively utilize QI approaches, methodologies and tools to achieve
outcomes
• Track continuous improvement ideas and the status of projects in the Continuous Improvement funnel.
• Assist in the planning, coordination, facilitation and evaluation of QI learning collaboratives – including
curriculum and agenda.
• Arrange and facilitate bi-monthly collaborative calls as required by project deliverables
• Prioritize, anticipate and assess QI needs of internal & external staff members by identifying educational
opportunities for improvement
• Identify training needs and liaise with the TT to Train Local Area Managers, facility ICSM champions and
operational managers on ICSM implementation steps and capacitate them on monitoring and reporting on
the ICSM model
• Provide on-going mentoring feedback and support related to ICSM model and NCS and Liaise with the
• DCST, Clinical Trainers, Company Training and Teaching department for mentoring and support.
• Lead continuous improvement events resulting in employee skill and knowledge development and KPI
performance improvement.
• Lead and contribute to the development of expert knowledge on quality improvement frameworks (i.e.,
• Care Models, Model for Improvement, strategies on leading change, developing change agents, the
• Diffusion Innovation Theory)
• Identify teaching resources and techniques appropriate for assigned QI projects
• Training and educating staff to promote good quality practices and ensure compliance with all applicable
guidelines and protocols.
• Teach and reinforce teams and associates to identify, implement and complete improvement projects by
identifying and eliminating barriers to success.
• Arrange trainings/webinars and/or identify qualified trainers for key topics that support quality improvement
• Promote the application of ICSM monitoring tools and on regular basis, review the implementation and
• progress of the programme.
• In consultation with departmental stakeholders and Wits RHI Technical Teams, review reports, challenges
and achievements and assist in the development of action plans and implement the recommendations to
ensure successful ICSM & QIP implementation
• Compile and disseminate monthly, quarterly and annual progress reports to relevant stakeholders on
ICSM implementation.
• Aggregate and analyse project level qualitative and quantitative data for reporting purposes to participating
health centres, funders and staff
• Coordinate collection, analysis and write up of evaluation of the project deliverables
• Write and present reports on quality improvement measures to measure effectiveness to the organization.
• Present and publish QI work at appropriate conferences and in reputable journals
• Responsible for establishing effective working relationships with key partners internally and externally to
coordinate projects
• Establish linkages with the District and sub district ICSM champions or task team leaders
• External Stakeholder Relations -developing buy-in and maintain good working relations among DoH
structures.
• Participate in all the activities of the sub-district ICDM and QI Task Team
• Internal Stakeholder relations - developing buy-in and coordinate with operations, TT, data management,
research etc.
• Liaising with M&E team on Learning Collaboratives (LC) and data requirements.
• Communicate with all levels of the company and DoH staff around inputs and outputs.
• Communicate with local collaborators and stakeholders.
• Provide feedback to internal and external stakeholders on QI, NCS, and ICSM implementation
• Participate in regular planning sessions with specialist team and DoH stakeholders in all Health
Calendar Activities.
• Attend to all staffing requirements and administration.
• Supervise and manage the duties of QIAs to ensure optimal staff utilisation and maintenance of sound
labour relations.
• Develop a work schedule and process flow for the teams to guide their activities.
