Job Summary Statement: The Company is a multi-disciplinary construction group, anchored in South Africa and focused on selected petrochemical, infrastructure, energy and mining opportunities in Africa. This role manages the tendering process and provides direction in the estimating process. Conducts pricing comparisons, estimates and contributes to tender preparation and finalization.
Duties & Responsibilities
Health, Safety, Quality and Environmental
• Ensure appropriate SHEQ and Wellness standards and processes are adequately considered in all tender preparations
• Ensure that all staff members comply and adhere to relevant health, safety and environmental policies and procedures
Contribute to the sourcing of new work
• Maintain relationships/networks with relevant external stakeholders and follow leads for new work
• Analyse drawings and other documentation to prepare time, cost, materials, and labour estimates.
• Consult with clients, vendors and especially management in other Departments and/or construction site management to discuss and formulate estimates.
Operational and Commercial requirements
• Assist operations and senior management with all commercial decisions as required.
• Assist with the negotiation of new contracts, insurance and guarantees
Manage the Estimating function
• Study tender documentation and offer feedback, guidance and advice to the tender team to compile competitive bids
• Assist with risk reviews of projects being tendered for.
• Assist and guide Procurement as required ensuring competitive pricing for specified products are obtained
• Manage the full bid preparation process within area of responsibility.
• Set up appropriate teams and allocate projects
• Ensure the tendering department’s activities are conducted in accordance with company corporate governance procedures
• Confer with engineers, management, contractors and subcontractors on changes and adjustments to cost estimates.
• Manage cost monitoring and reporting systems and procedures.
• Liaise and interact with operations to develop and establish standard cost data to effect cost reduction.
• Pass tenders/proposals through management review system and comply with mandates received
• Follow through on tenders submitted with all relevant stakeholders
• Set up the and manage relevant processes required by the Aveng Grinaker-LTA Risk Committee
• Maintain bid records
• Liaise with project managers / commercial teams to obtain feedback on tender cases / wastage factors as required
People Management
• Ensure a high standard of accuracy is tender submissions is maintained
• Evaluate the job performance of employees within area of responsibility and conduct performance appraisals to identify training needs and potential for promotions
• Ensure accurate record keeping and administration within the department
• Assist with the mentoring and coaching of employees within the company in order to enhance awareness and capacity within the estimating function
Knowledge Skills & Abilities
•Extensive knowledge and application of the full tendering/estimating cycle
•Knowledge, understanding and application of various contracts e.g. FIDIC, GCC, JBCC, NEC
•Computer literacy: relevant estimating computer programmes e.g. Candy, MS Office, Primavera, MS Project

ACADEMIC QUALIFICATIONS:
Minimum Requirements
• Relevant tertiary qualification: Diploma/ BTech/ BSc Construction Management, Mechanical Engineering or similar qualification
EXPERIENCE
• At least ten years work experience as Proposal Manager in the field of Structural, Mechanical and Piping installations in industries such as Petrochemical, Mining, Power. (other related jobs that prepared you for this job, particularly the estimating, tendering process)
