SENIOR MANAGER: STRATEGY, PLANNING, MONITORING AND EVALUATION


To provide tactical and operational leadership and guidance to the ORGANISATION regarding the development and implementation of a Monitoring and Evaluation system by:

• Developing reports on Institutional progress in terms of Annual Performance Plan and Operational Planning
• Developing and maintaining a Management information System for the Institution

To be jointly responsible for monitoring and evaluation of the impact of projects and policies implemented at the ORGANISATION.

To ensure the implementation of the Institutional and Programme processes, directives and pronouncements to support the political mandate of the Members of the Legislature through integrated, collaborative initiatives with relevant stakeholders.

As part of the Office of the Secretary’s leadership / management team, create an environment that enhances the performance of the Programme and recognises the contribution of its human capital.


KPA 1: Participate and contribute to the strategic direction of the Office of the Secretary
• To contribute to the development of the Office of the Secretary, as a Program, Strategic Plan and budget
• Contribute to the development of the Annual Performance Plan for the Office of the Secretary
• Contribute to the alignment of the Office’s strategic plan to the overall objectives of the Institution
KPA 2: Develop and monitor the implementation of the Annual Performance Plan (APP) and budget for the Strategy, Planning, Monitoring and Evaluation function
• Develop the APP for the Strategy, Planning, Monitoring and Evaluation function
• Implement, monitor, evaluate and report on the APP
• Develop and monitor an annual budget in support of the APP and Operational Plan
• To account for the optimal utilisation of all directorate resources including the optimal allocation of people across the business units
• Ensure M&E projects are scoped and implemented through the approved ORGANISATION Project and Contract Management methodology and ensure compliance to the approved ORGANISATION contract management framework
• To ensure risk management systems and processes are in place and adhered to by the Strategy, Planning, Monitoring and Evaluation function
• To ensure that the Strategy, Planning, Monitoring and Evaluation function and the Office of the Secretary achieves a clean

KPA 3: To implement the ORGANISATION Monitoring and Evaluation framework across ORGANISATION
• To lead on all M&E initiatives within the Institution
• To ensure coordination and alignment of Institutional performance against Programme / Stream performance for the entire Institution
• To implement an integrated M&E system that is aligned to results based M&E
• To conduct relevant research to gather knowledge, deepen understanding and gain insight to strengthen the Institutional M&E function

KPA 4: Provide strategic planning support to ORGANISATION Programmes
• To ensure that strategies and institutional plans are developed and implemented, to achieve the legislature's objectives.
• To ensure that strategic plans, quarterly and annual reports are submitted to the Board and relevant stakeholders timeously.
• To ensure the effective management and coordination of the Annual Strategic development and planning processes of the Institution
• To ensure coordination and alignment to Institutional Priorities
• To develop and ensure compliance to Treasury guidelines of the Annual Strategic Plan
• To develop a consolidated Annual Plan for the Institution

KPA 5: Provide monitoring and evaluation support to the Institution
• To ensure maintenance of a comprehensive tracking system to collect, capture, verify and analyse information
• To monitor the achievement of targets against budget on an Institutional level
• To monitor achievement and revision of targets on quarterly basis
• To ensure coordination of the monitoring process between relevant stakeholders
• To develop manuals on data quality, flow and feedback, reporting and tools
• To ensure coordination of the collection of baseline data
• To conduct / commission assessments of mid-term review and end term review and the impact of the programme interventions
• To implement and participate in program and project evaluations

KPA 6: Provide support to internal and external stakeholders
• To identify all critical stakeholders internal and external to the Institution and develop initiatives to effectively interact with them
• To develop and maintain a Stakeholder Management Strategy and Plan
• To ensure optimal integration of the M&E function by partnering with Streams / Directorates / Units across ORGANISATION with a specific aim of delivering a seamless / integrated / collaborative service to stakeholders by attending and actively participating at various fora
• To participate with relevant subcommittee/s of SALSA (South African Legislatures Secretaries Association) and to ensure ORGANISATION alignment to SALSA practices
• To ensure applicable and relevant M&E training for ORGANISATION Managers in M&E tools
• To compile regular M&E reports, in line with approved ORGANISATION reporting templates, for submission to the Secretary to the Legislature and other relevant structures
• To provide support to Top, Senior and Middle Managers in developing and reviewing monthly, quarterly and annual reports
• To review and analyse reports to identify causes of potential bottlenecks in project implementation and to enhance quality of reporting
• To provide feedback to relevant stakeholders on achievements and areas of improvement
• To prepare programme reports as prescribed in the Indicator protocol reference sheets
• To ensure alignment of reporting standards to relevant oversight structures
• To provide consistent and accurate feedback to the M&E team regarding decisions and directives from the Program Manager, collaborative for a and sub-committees of the Secretariat

KPA 7: Human Resource Management
• Recruit and Select the most suited incumbent for available roles
• Implement the Integrated Performance Management System according to the policy
• Identify skills shortages for the within the Unit and develop training plans, to be monitored and an evaluation of the impact of the intervention to be conducted
• To create a conducive working environment which promotes high performance and retains the ‘right’ employees
• Ensure completion and submission of all leave records

QUALIFICATIONS AND EXPERIENCE:
• A post graduate degree in Monitoring and Evaluation and / or Administration and / or Information Management or other relevant academic background
• A qualification in project management
• A minimum of 5 years working experience within the broader public sector of which 3 years must be within the M&E function
• A minimum of 5 years’ experience in management with particular emphasis on people management, business plan development, budgeting and contract management within the broader public sector
• Proven track record in strategic planning, monitoring and evaluation of government performance and analytical writing
• A minimum of 3 years project management experience
• Research experience will be an advantage
• Preference will be given to applicants with a minimum of 2 years senior management experience
