Purpose of the job
To design, develop / procure, package, release and maintain/enhance software solutions in accordance with ICT
standards and the enterprise architecture for Government. This includes the management of projects, development of enterprise solution, the integration thereof with the other applicable Enterprises, and coordination of systems / process / product development across a number of disciplines to achieve objectives.

Key Responsibility Area
Direct solution development and implementing strategies and roadmaps to ensure a comprehensive and integrated function. Participate in the development, implementation and evaluation of governance mechanisms and monitor the adherence thereto so as to deliver quality products in a controlled environment. Manage resource (i.e. budget/finance, asset/equipment and staff) within the unit in order to ensure the efficient operation and that all the resources are utilised optimally. Participate in the development and implementation of Architectural mechanisms for ITC to improve interoperability of government systems. Programmes/projects manage development/procurement and maintenance projects so as to meet service delivery commitments. Design, develop/procure, package, release and maintain innovative IT solutions so as to meet service delivery commitments in a way that complies with architectural standards and established methodologies and practices. Ensure that resources are kept abreast of the latest industry developments and ensure that appropriate technologies are used for knowledge management so as to ensure that innovation and improved productivity.

Qualifications and Experience
Minimum: 3 years National Diploma/ Degree in ICT related field (Computer Science, Information Systems, and Technology and Engineering) and/ or equivalent. Experience: 6-7 years experience in the ICT field, including solution development with leadership, general management, operational responsibility in a large corporate/public sector organisation. The experience must include: Experience in solution analysis, and development for the development, implementation and maintenance / enhancements of systems within the corporate/public sector, including: Leadership abilities; Successfully developed and implemented applications; Demonstrated project management competency and the execution of multiple projects, including managing resources across multiple projects; Developed efficient and effective IT solutions to diverse and complex business problems.

Skills: Development Skills required MS .Net technology with C# and C++ highly recommended; Oracle and IDE experience an added advantage; SQL and Oracle database knowledge essential; Interfacing and Integration, knowledge of Call Manager CDR, Binary, CSV and XML integration, application integration with SIP trunking Voice over Internet Protocol (VoIP) and streaming media service based on the Session Initiation Protocol(SIP) a definitive added advantage; Development methodologies (e.g. Agile, SUMMIT); Quality Management (ISO9001, CMMI); Entity Relationship Diagrams; Governance Processes and Standards (e.g. ISO\IEC12207,COBIT, ITIL); Modelling; IT Software Testing: and Packaging and Release. Candidates with working experience on telephone Management Systems will be given preference.
