Main Function
To co-ordinate, support and advise the Business on all aspects with regards to Safety, Health and Environment. To establish, manage and monitor standards, processes, communications, training and systems to ensure all responsibilities associated with SHE within the company are adhered to and leading to full compliance with the requirements of the ISO/ OHSAS standards.

General Purpose:
Under the direction of the SHE Management/ Project Management team, the Safety, Health and Environment Officer will be responsible for providing support to the project management team, supervisors/ team leaders and employees. This position will provide leadership and coordination of the day-to-day SHE requirements of the assigned projects at various operated sites.

Scope – Roles and Responsibilities:
He or she is responsible for but not limited to the following:
• Ensure a safe workplace environment without risk to health.
• Provide support to the projects/ sites by maintaining a visible presence to the company sites, performing site visits to the entire project route
at least twice per month, where applicable coordinate with the project managers.
• Assist in the coaching, mentoring and implementation of the SHE related programs at the sites. These shall include the SHE Management
systems certification preparations
• Regularly review and be familiar with all applicable legislation and applicable standards, to ensure compliance. Ensure the Company meets
its statutory obligations in all areas pertaining to health, safety and environment at work, including statutory training and reporting.
• Ensure all risks impacting on the company operations are identified, by relevant teams/ departments and effective controls are in place.
Ensure the completion and regular review of risk assessments for all work equipment and operations.
• Inform the project management team and supervision of any new or conflictive SHE legislative matters that could impact the project.
• Ensure that all SHE policies, procedures, rules and regulations are adhered to and are regularly reviewed, updated and communicated.
Ensure that the following material is always available and on each company operated site and updated, company SHE Management
Systems – procedures/ plans/ method statements/ SWI, checklists, registers, inspection forms, the applicable provincial legislation and
regulations, observation forms and log books.
• Maintain and review the developed site SHE Management Plan for the route projects to ensure a safe work environment for all client and
company employees, contractors, visitors and community.
• Establish a full programme of documented SHE inspections, audits and ad hoc checks. Regularly audit the SHE Management Systems for
compliance and update to ensure the alignment with project scope and conditions. Communicate audit schedule with affected project
managers and route managers.
• Prepare for and participate in audits such as OHSAS 18001, ISO 14001 & ISO 9001, Client audits and DOL inspections.
• Liaise with external environmental, health & safety consultants in the provision of training programmes and SHE related services. Establish a
structured programme of SHE training throughout the Company.
• Ensure full and accurate health and safety and training records are maintained. Organize and schedule required SHE legal appointees and
all first aid coverage.
• Provide SHE direction, support and resource to all route/ site managers, supervisors and employees.
• Ensure effective communication on that all incidents are reported immediately.
• Participate and assist the managers, supervisors and legally appointed SHE team in the documented investigation of incidents/ NCR’s to
determine root cause, and corrective actions where necessary.
• Ensure incident/ NCR corrective actions are followed up on and completed, recommended improvements implemented.
• Ensure injured employees are offered modified duties and applicable documentation has been completed and necessary submission are
effected. Monitor and follow up on modified employees.
• Ensure a process is in place for verifying site staff & subcontractor training and competencies on SHE activities; consult with the project
management team for compliance and action plan.
• Review SHE obligations of the clients and ensure they are carried out as per the terms of the agreement or contract, and communicated to
the Project Manager, Supervisors, subcontractors and SHE legal appointees.
• Ensure new employees are orientated through SHE induction and all required documentation is completed accurately and forwarded to the
SHE clerk at head office for filing.
• Ensure medical surveillance program is fully implemented and adhered to
• Ensure when subcontractors (construction) are on site the approved SHE file is in place and all mandatory requirements according to the
contractor management procedures are adhered to including PPE provisions, safety boards with postings including but not limited to: Health
and safety policy, inspection and audit results, project hazard assessment, location of first aid, emergency protocols etc. are maintained and
current.
• Ensure that safety inspections are carried out, fire drills and fire alarms are correctly reported, safety inspections, DSTI’s, risk assessments
and safe work procedures are managed and employees are aware of their responsibilities.
• Communicate, coach and assist the site employees to ensure that all safety, health and environmental expectations are clearly understood
and met.
• Coordinate a monthly meetings with SHE committee members to review issues, trends and upcoming conditions or events. Manage and
devise the agenda for, chair and formulate & distribute minutes for the SHE Committee meetings. Ensure that all agreed action points are
completed within deadlines.
• Provide regular reports to the Senior Management (MANCO) on relevant Safety, Health and Environment activities.
• Participate in monthly meetings when required to report on relevant SHE matters. Ensure arrangements and coordination of Management
Review Meetings and applicable record maintenance
• Any other reasonable duties which may be required by management from time to time.

Knowledge and Abilities:
• The ability to demonstrate the application of risk assessment to company operations and activities.
• Good physical condition
• Ability to travel, valid driver’s license

Qualifications:
Degree/Diploma in Occupational Health and Safety
Min 5 years experience
