SHEQ OFFICER

Position Description Overview:
To co-ordinate, support and advise the Business on all aspects with regard to Safety, Health and Environment. To establish, manage and monitor standards, processes, communications, training and systems to ensure all responsibilities associated with SHE within EFKON South Africa are adhered to and leading towards full compliance with the requirements of the ISO/OHSAS Standards.

General Purpose:
Under the direction of the SHE Management/Project Management team, the Safety, Health and Environment Officer will be responsible for providing SHE support to the EFKON Project Management team, Supervisors /Team Leaders and Employees. This position will provide leadership and coordination of the day-to-day SHE requirements of the assigned projects at various EFKON SA-operated sites.

Key Accountability
• Ensure all risks impacting on the Company operations are identified by relevant Teams/Departments and effective controls are in place. Ensure a safe workplace environment without risk to Employees.
• Ensure that controlled measures are available and on each EFKON operated site: Training; legal appointments; PPE; fall arrest equipment
• Ensure the completion and regular review of risk assessments for all work equipment and operations.
• Provide support to the projects/sites by maintaining a visible presence.
• Provide SHE direction, support and resource to all Route/Site Managers, Supervisors and Employees.
• Communicate, coach and assist the site Employees to ensure that all safety, health and environmental expectations are clearly understood and met.
• Ensure EFKON meet all legal requirements in line with applicable legislation and regulations
• Certification of the OHS Management Systems on OHSAS 18001
• Performing site visits to the entire project route at least twice a month, and where applicable coordinate with the Project Managers.
• Arrange SHE Entry and Exit Medicals as and when required (periodical job changes, terminations etc.)
• Ensure that all SHE policies, procedures, rules and regulations are adhered to and are regularly reviewed, updated and communicated. Ensure that the following documentation is always available and on each EFKON operated site and updated on the EFKON SHE Management Systems – procedures/ plans/ method statements/ WI, checklists, registers, inspection forms, the applicable provincial legislation and regulations, observation forms and logbooks.
• Ensure that all incidents are reported immediately and IOD claims are submitted, tracked and feedback is provided.
• Ensure injured Employees are offered modified duties and applicable documentation has been completed and necessary submissions are effected. Monitor and follow-up on modified Employees.
• Review SHE obligations of the clients and ensure they are carried out as per the terms of the agreement or contract, and communicated to the Project Manager, Supervisors, sub-contractors and SHE legal appointees.
• Coordinate a monthly meetings with SHE committee members to review issues, trends and upcoming conditions or events. Manage and devise the agenda for the chairperson and formulate and distribute the minutes of the SHE Committee meetings. Ensure that all agreed action points are completed within deadlines.
• Provide regular reports to the Senior Management (MANCO) on relevant Safety, Health and Environment activities.
• Participate in monthly meetings when required to report on relevant SHE matters. Ensure arrangements and coordination of Management Review Meetings and applicable record maintenance.
• Assist in the coaching, mentoring and implementation of the SHE related programs at the sites. These shall include the SHE Management Systems certification preparations.
• Regularly review and be familiar with all applicable legislation and standards, to ensure compliance. Ensure the Company meets its statutory obligations in all areas pertaining to health, safety and environment at work, including statutory training and reporting.
• Inform the Project Management Office of any new SHE legislative matters that could impact the project.
• Establish a full programme of documented SHE inspections, audits and ad hoc checks. Regularly audit the SHE Management Systems for compliance and update to ensure the alignment with project scope and conditions. Communicate audit schedule with affected Project Managers and Route Managers.
• Prepare for and participate in audits such as OHSAS 18001, ISO 14001 & ISO 9001, Client audits and DOL inspections.
• Liaise with external environmental, health & safety consultants in the provision of training programmes and SHE related services. Establish a structured programme of SHE training throughout the Company.
• Ensure full and accurate health and safety and training records are maintained. Organise and schedule required SHE legal appointees and all first aid training.
• Participate and assist the Managers, Supervisors and legally appointed SHE team in the documented investigation of incidents/ NCR’s to determine root cause, and corrective actions where necessary.
• Ensure incident/ NCR corrective actions are followed-up and completed; and recommended improvements implemented.
• Ensure a process is in place for verifying site staff & sub-contractor training and competencies on SHE activities; consult with the Project Management Office for compliance and action plan.
• Ensure new employees are orientated through SHE induction and all required documentation is completed accurately and forwarded to the SHE clerk at Head Office for filing.
• Ensure medical surveillance program is fully implemented and adhered to.
• Ensure when sub-contractors (construction) are on site the approved SHE file is in place and all mandatory requirements according to the contractor management procedures are adhered to including PPE provisions, safety boards with postings including but not limited to: Health and safety policy, inspection and audit results, project hazard assessment, location of first aid, emergency protocols etc., are maintained and current.
• Ensure that safety inspections are carried out, fire drills and fire alarms are correctly reported, safety inspections, DSTI’s, risk assessments and safe work procedures are managed and Employees are aware of their responsibilities.
• An implemented SHEQ Management System covering Safety, Health, Environment, Quality and complying to the ISO 9001, ISO 14001, OHSAS 18001, in line with EFKON GmbH standards/ requirements.
• Achievement of relevant certification and legal compliance.
• Implement effective Contractor Management programme
• Develop an Energy Conservation Programme that includes the actions to minimise the use of electrical power.
• Develop a Water Management Plan that includes the actions to reduce the fresh water consumption.
• Develop a Land Management Plan that includes the actions to protect and enhance the beneficial use of land.
• Implement the corrective actions from incident investigations.
• Implement the Risk (Impact) Reduction Measures as per the SHEQ Risk Registers.
• Set up voluntary testing and counselling to determine a baseline As prescribed by the HIV/AIDS policy of EFKON South Africa.
• Conduct a risk assessment on operational aspects to determine the environmental impact on the business.
• Develop environmental data from EPI (Env. Performance indicators) collection sheet
o Identify relevant staff to collect data
o Link to KPA’s for sites and routes
o Develop and maintain data collection sheet

• Implement approved data collection sheet.
• Report Environmental Incidents.
• Reduce the volume of waste by achieving an x % reduction in waste.
• Reduce the consumption of fresh water by achieving an x % reduction in fresh water consumption per unit of operation.
• Minimise the use of energy by achieving a reduction in the use of electrical power


Qualifications and Education Requirements

• Occupational Health and Safety Degree, Diploma or Certificate would be an asset.
• NEBOSH Environmental Certificate
• SHEMTRAC
• National Construction Safety Officer Certificate.
• Minimum 3 - 5 year Health and Safety field experience, supervisory experience
• Proficient in Microsoft office applications
