JOB TITLE : Site Agent-QA/QC Manager

Purpose of the Position: (the reason for the job)

To manage road construction contracts on-site, liaising with the Contracts Manager, client, sub-contractors and other trades, coordinating all aspects of the works so that the project is completed in line with the requirements, within budget, quality and on time.
Strong knowledge and previous experience in a QA/QC role.
• Have a commercial understanding of the project, advising and implementing cost savings at all times, and represent the company in a professional and proactive manner in all dealings with those associated with, and affected by, the project.

Reporting Structure:

The incumbent reports directly to the Contracts/Project Manager.

Education/ Experience Requirements: (essential requirements for the position)

• National Diploma in Civil Engineering or equivalent
• Minimum of 5 years’ experience in the Road Construction and in particular road surfacing – seals and asphalt
• Previous experience in a QA/QC role
• Sound knowledge of COLTO and its application within the QMP
• Experience in management of construction resources – plant & labour
• Knowledge of GCC and Fidic contracts
• Experience in programming of projects and managing changes
• Good track record in the ability to build relationships with clients, consultants, contractors and suppliers
• Good working knowledge of MS Office & MS Project/Candy advantageous
• Contract management knowledge and preparation of payment certificates

• Registration with ECSA as professional technician/technologist advantageous

Key Performance Areas & Specific Duties:

The duties of the post include the following, and are carried out in accordance with Colas South Africa Policies and Procedures and/or as determined by relevant Audit requirements:

QA/QC

• Supervises the Quality Control functions/activities of a project or its parts, including Quality Control inspection schedules and the collection of
Quality Records.
• Supports the Construction Manager in dealing with the Client for all the Quality matters.
• Assesses the implementation of the Quality Plan and Quality Control Plans on the site.
• Supervises inspections, reports and the documentation issued by inspectors and collect and file the required Quality Records.
• Supports the construction roles in the management and control of subcontractors.
• Supports and participate to all the internal/external audits.
• Coordinates the relevant Tracking Systems for correct identification of materials.
• Supervises the correct equipment calibration management activities.
• Daily site quality inspections
• Implementation and maintenance of the Quality Management Plan
• Ensure site agents, supervisors and subcontractors perform and document the specified quality checks, through QCP,s. Quality check lists
• Compile quality data packs per order
• Coordination of internal and external quality lab testing
• Tracking and close out of NCR.s and CAR’s
• Ensure subcontractors meet quality standards and perform within the company QMP
• Report weekly and monthly on the projects quality performance kpi’s.

Planning

• Work closely with the Contracts Manager to plan the project effectively, by ensuring that the project requirements, specification, design
drawings, health and safety proposals are all read, understood and agreed, and that a project programme is in place.
• Set up an emergency plan and general site facilities for the project, ensuring that these are in line with the health and safety proposal.
• Form and maintain the storage facilities and manage stock planning so that stock, materials, plant and tools are organised to meet the
timescales for the project.
• Formulate a material schedule for the project, including take off from issued drawings and specifications, and produce requisitions as far
ahead of programme periods as possible to enable best prices to be obtained by the Purchasing Department and ensure best production.
• Produce a labour schedule in conjunction with line manager and project pricing schedule.
• Ensure sub-contractors agreements are placed in time to meet the programme.
• Maintain the schedule and track progress, keeping records on file and copying weekly records to line manager/office.

Health, Safety and Environment

• Provide first aid facilities, ensuring there is a first aid area (kept clear), first aid stocks/facilities are kept clear.
• Ensure safety to public, site visitors and staff on site at all times, ensuring that preventative measures are taken, including personal
protection, following safety instructions and following all aspects of the health and safety proposal for the site.
• Maintain security of completed works, perimeter barriers, stored materials and plant, at all times during the project.
• Ensure all works are done within environmental regulations, laws and company policies.

Management

• Supervise and manage all site based operatives, overseeing all aspects of their work, to include; carrying out safety inductions; tool box
talks; controlling quality of work; ensuring method statement and order fulfilment; cleanliness & tidiness; the use of plant and tools, waste
reduction; upkeep of plant and facilities; use of personal protection equipment/wear,
• Ensure that all works carried out are undertaken within current codes of practice/specifications.
• Check that all materials used, including those used by sub-contractors, are compliant with technical and quality specifications.
• Keep photographic survey of all site operations and works for future reference.
• Maintain and track deliveries, ensure that stock and materials are deployed properly, off load/check all deliveries to relevant storage facilities,
and manage stock issues, adhering at all times to operational needs and with due regard for health, safety and security.
• Produce production records and resolve these with the relevant person, ensuring directives are undertaken and also maintaining records of
these items, including site instructions received.

Administration.

• Assist with recording of all Revenue and Expenses as per Administrative Procedures
• Report all non-conformances to the Contract/Project Manager
• Assist with daily record keeping of outputs, equipment used, labour returns, orders placed – daily report
• Timely reporting of Production, Quality and HSE issues to the relevant Managers.
• Timely taking and balancing the month end site stocks and explain variances to the Manager
• Assist with maintenance and preparation of forecasts, project programme and assist with the preparation payment certificates.

Health Safety and Environment

• Acting within the confines of the Health and safety Act
• Ensuring that you are up to date and familiar with The Occupational Health and Safety Act No 85 of 1993 and regulations promulgated in
terms of the act
• Actively take part in site Safety Meetings with safety representatives daily.
• Perform regular on site safety audits to ensure compliance to company policy and relevant legislation. Report findings to
Safety/Project/Contract Manager.
• Ensuring that staff carry out all work according to the safety procedures of the company and the contract.
• Making sure that staff wear the correct PPE at all times.
• Timely warn staff and reprimand (warnings) employees not adhering to the safety policies of the company .
• The upkeep and control of the Quality Management System.

Human Resources Management

The Management of all staff includes the following:

• The controlling and maintaining of Staff discipline and adhering to Company`s Policy and Procedures on such matters and issuing where
necessary the relevant warnings.
• Manage the hours of all staff worked on a daily basis.
• Controlling the overtime off all employees and make sure that the 30 hour limit is not exceeded.
• Conducting two performance appraisals per annum with all employees.

Training and Development

• Taking personal responsibility for own training and development by staying abreast of new and relevant skills and knowledge (eg courses
relevant to the company, changes in legislation)
