Skills Development Specialist

Reporting Line: Skills Development Manager

Full-time/Part time/Contract: Full-time position (aligned to the SETA licensing period)

Location: Johannesburg – Midrand Office

Remuneration: R450 000 – R570 000 CTC per annum.

Purpose of the role: To provide administrative and strategic support to Manager: Skills Development
and stakeholders on legislative requirements related to the Skills Development Act and the Skills
Development Levy Act (WSP and ATR) and on discretionary grant funded projects.

Responsibilities:

To implement, educate stakeholders on Mandatory Grant Policy and contribute to achieving WSP
targets for the organization,
To compile and update the WSP reporting guidelines as well as communicate these with stakeholders;
To conduct workshops for employers and SDFs relating to completing the reporting templates and attend to queries on reporting requirements;
To receive, review and issue approval letters for the submitted WSPs / ATRs after following up on outstanding information from employers;
To implement department specific projects and manage skills development service providers through ensuring compliance and adherence to the organization policies and procedures;
To process project payments, liaise with stakeholders on payment related queries and keep track of expenditure per project;
To ensure availability of information and assist with general & specific compliance activities related to internal and external audits related requirements;
To maintain and build new strategic relationships with BANKSETA stakeholders, including and
visiting inactive organizations to participate in Skills Development activities;
To represent the department/organization at events, meetings, employer visits and other stakeholder (government, service provider, professional body, institutions of higher learning and
related) forums.
To procure goods and services in line with the SCM policy and process; including the management of the performance of the very service providers;

Minimum Requirements:

Three (3) year post matric qualification in HRD/ Learning and Development
Completed project management certificate or qualification
Three (3) years’ skills development and project management experience
Three (3) years’ skills development experience in a SETA environment
Prince II project certificate
