Technical IT Manager – JHB
Salary: Negotiable

The function of this position is to manage day-to-day operations of Market and Static Data Services (MSDS) which include but not limited to managing team that provides batch support and enhancements. Liaising with all key stakeholders of MSDS both internally and externally is also a core function of this position.
Develop, maintain and manage MSDS functions with regards to providing an efficient and effective financial market data service.

Overall Responsibilities:
Development and Maintenance of MSDS function within CIB RISK IT.
Align, understand and conform to IT and business strategy.
Conform to CIB processes and project methodology.
Understand Business requirements and convert those requirements into technical requirements with the help of the wider team.
Liaise with other managers when determining requirements and performing system testing.
Manage team.
Asset Control; industry data management software
Analytics and data management software

Qualifications:
• B.Sc. with Information Technology or Computer Science as a major is preferable.
• Recognised IT Developer certification would be advantageous.
• At least 10 years with 5 years in management preferably at a financial Institution. Knowledge of the following is essential but not required:

Infrastructure:
The manager needs to understand the Infrastructure, databases and operating system underlying the applications in order to:
Assess the effect of Infrastructure changes on the application
Change the application to accommodate changes in Infrastructure
Creation of Technical Specifications and Business Requirements Specifications & Manage and work with both Tech and Business Leads in creating correct business and technical specifications.
Task Planning and Estimation & Manage and work with both Tech and Business Leads with regards to planning and estimation and create a balance between stability of MSDS and business requirements.
Software Development Life Cycle & Make sure that Tech Lead follows the CIB IT Software Development Life Cycle Framework when undertaking any development; This framework includes specification, development, testing, source control and change control procedures.
Manage and work with both Tech and Business Leads and make sure they apply their analytical skills in all aspects of their job, from creating technical and business specifications to solving user queries.
Architecture Manage a team of Subject Matter Experts (SMEs) which are responsible for architecture and be able to suggest creative solutions to business and IT challenges.

Support
Overnight Standby & Manage and work with the Tech Lead to provide support which includes overnight batch support. The Tech Lead and his team have been provided with remote dial up connection to provide standby support.
Troubleshooting; Error Correction & Manage and work with both Tech and Business Leads to analyse all application issues including incidents, failures, and downtime and rectify them.
User Queries; Manage and work with the Business Lead in responding to information and data requests from the users as well as investigate user complaints about possible system errors.

Testing
Unit Testing & Manage and work with both Tech and Business Leads and make sure that all development is thoroughly tested before submitted to users for User Acceptance Testing
User Acceptance Testing & Manage and work with Business Lead to facilitate User Acceptance Testing (UAT).
Integration Testing; Manage and work with Tech Lead to support Integration testing because most of MSDS feeds are delivered via this layer and it is the responsibility of the RTB manager to make sure that Integration work is tested and works as expected. The MSDS environment is part of CIB responsible for financial market rates meaning streams of data is continually exchanged between systems via integration hence testing this component is very important.
IT Partner Management - Build and manage strong relationships with IT partners (Service Delivery, GTI, Group Operations technology, etc.). Work with IT partners to formalize and track OLAs and SLAs.
Vendor Partner Management & MSDS uses vendor tools which range from systems and data that is being used. You are required to build and maintain relationship with the vendor houses and in this case Asset Control, Xenomorph and Alacra and Financial Market Data vendors, e.g. Reuters, Bloomberg, JSE, MarkIT, etc.
Operations Management - Define Operating Model for and including underlying processes. Examples include:
Handover processes from project to production support
Escalation processes for incidents
Change Management processes (request, approval, etc.)
Management of Audit findings requiring IT change
Task prioritization and estimation (DPCs, etc.)
SDLC model for delivering enhancements and bug fixes
Define metrics to measure (and thereby) improve turnaround time on processes
Define, monitor and update release timetables
Identify models to maximize utilization of TEST and DEV environments
Project Manage any critical deliverables out of the RTB environment
Team Management - Define and track KRAs for permanent and non-permanent resources. Drive recruitment activities for vacant positions.
Define and implement strategy to improve staff retention and motivation levels. Manage resource pipeline to maximize utilization. Ensure that resource allocations are captured accordingly in finance systems. Manage leave requests, standby rosters, etc.
Strategy and Planning - Define RTB roadmap in conjunction with business counterparts and IT Heads. Identify opportunities to measure and improve service levels. Pro-actively identify trends and implement action plans accordingly (system performance degradation, SLA breaches, service levels with IT partners). Work with Architects to understand IT landscape changes driven both by the area and by the group to plan accordingly. Manage the budgets accordingly and in line with expectations, ensuring consistent monitoring and reporting thereof.
Financial Management - Plan and track budgets by system. Work with IT Heads to revise budgets during RE1 & RE2 cycles. Identify cost savings opportunities. Identify increases in RTB costs due to project related activities

Working with other Managers, Architects, Business Analysts, Developers and senior managers ranging from Directors to CIO, and COO - CIB IT has a culture of people working closely together, sharing information and networking & All mangers are expected to fit into this culture.
Form good working relationships - It is imperative that the manager forms good working relationships with all MSDS stakeholders. Build and manage strong relationships with Business Heads of MSDS. Work closely with business heads to define and monitor SLAs to measure effectiveness of services. Work closely with your respective clients to identify opportunities to improve services
Communication - Ability to communicate well verbally and in writing at various levels within own team and the business.
