Technical Specialist: Supply Chain Management

Based: Cape Town 0r Johannesburg

A dynamic Healthcare company is urgently looking for an experienced Technical Specialist: Supply Chain Manager. The Technical Specialist: Supply Chain Management (SCM) will provide advisory services both internally and externally in the area of Supply Chain Management. S/he will be responsible for conceptualising supply chain management solutions to address identified and prioritised issues; building relationships within the Department of Health (DoH) at national, provincial and district levels; and be available to support the on new programmes, in terms of design, implementation, advising, performance monitoring and evaluation of supply chain interventions throughout Africa.

Requirements
• Develop and implement the strategy within the African continent, including South Africa.
• Develop operational plans for the implementation of approved strategy and solutions.
• Understand national policies and guidelines to ensure appropriateness and similarities with relevant country guidelines.
• Provide technical assistance to programmes in Africa aimed at strengthening supply chain systems especially in the area of procurement, but also addressing other areas such as quantification, transportation, warehousing and inventory management, distribution and logistics management information systems.
• Analyse and report on drug supply management within supported districts.
• Conceptualise solutions with regards to drug supply management and pharmaceutical performance.
• Develop a monitoring and reporting framework, providing data for future improvement opportunities.
• Lead and participate in activities aimed at supply chain assessments, options analysis, operations research, and strategic planning ensuring that findings, recommendations and plans align with host governments.
• Collaborate with the Data Analytics Unit for the development, deployment and implementation of appropriate tools necessary to improve pharmaceutical management information systems and their appropriate use for decision making.
• Support Country Managers and Principal Advisors in the adequate documentation and dissemination of program results and lessons learned including the development and submission of abstracts and articles to scientific journals and conferences.
• Identify key stakeholders including business development opportunities and be part of the development of proposals

Qualifications:

• Master’s degree in public health management, industrial engineering or business administration is required. Professional qualification in procurement, supplies management, and/or logistics management is highly desired.
• Minimum seven years relevant experience in supply chain management and or supply chain strategy consulting experience.
• Experience with quantitative supply chain modelling approaches desirable.
• Significant experience in strengthening pharmaceutical supply chain systems including procurement management, forecasting and quantification, storage and distribution, transportation, Logistics Management and Information Systems (LMIS), governance and organizational systems in a developmental setting is required.
• Relevant experience in international public health particularly in the implementation of reproductive health, maternal and child health, HIV/AIDS, Malaria, and TB prevention, care, and treatment programs in developing countries is desired.
