Payroll Officer
Finance Department
Pinelands, Cape Town

The Biovac Institute requires a Payroll Officer to contribute to its mission of establishing local biological and vaccine manufacturing capability at its Cape Town based site. Being the only one of its kind in South Africa, Biovac strives to respond to the vaccine needs of the developing countries, specifically South Africa and Sub-Saharan Africa. This is a particularly exciting time for the company as it continues to grow, strengthen and build on its success and further develop its capabilities, products, services and market diversification.

The successful incumbent will report to the Financial Controller

The Key Performance Areas for this position include:

• General Payroll Administration
o Gather information for payroll from the HR/Finance Divisions
o Prepare benefit, medical aid, etc. documentation relating to employees for departments.
o Update new employee’s allowances, deductions and Total Cost to Company (TCTC) on payroll system.
o Update any salary related changes to the Master file.
o Ensure all information is captured accurately and according the payroll deadlines.
o Ensure that the following calculations are performed and forms are correctly completed and sent to the various departments on time:
? Maternity Leave
? Leave Pay
? Retirement and death benefits
? Retrenchment packages.
? Calculates backdated payments: increase, medical aid and benefit changes
? Pensioners medical aid
? Benefit changes
? Disability payments
? Complete Litha’s Provident/Pension Fund and Withdrawal Forms.
• Leave Administration
o Directs and queries to the HR e.g. rejected leave due to negative balances to resolve.
o Provides feedback to HR with regards to rejected leave as and when required.
o Changes the leave cycles on the system based on employee movements between employees groups.
o Follow up to ensure all relevant documentation accompanies the various leave requests e.g sick notes and provides this information to HR.
o Evaluates the validity of the backup documentation and forward to the HR department if questionability exists.
o Conducts ad hoc leave audits as and when required.
o Check and assists to link employees on the system with regard to specified reporting structures for leave approvals.
o Completes the process required to calculating maternity leave, completing and submitting UIF and payroll documentations, providing guidance and advice of employees.
o Generates leave reports and distributes to the business to highlight excess or forfeited leave balances.
o Makes the necessary adjustments to leave where forfeited leave has been approved/overturned by the relevant manager.
o Completes the required process to generate unpaid leave payments.

• Pension/provident fund administration
o Enroll all new employees to the Pension/Provident Fund
o Reconcile Pension/Provident Fund membership on a monthly basis.
o Process all withdrawals from Pension/Provident Fund
o Process and follow-up on a disability claims against Pension/Provident Fund.
o Advise the Pension/Provident Fund administrators of all transfers and terminations.
o Ensure all that personal files have updated beneficiary nomination forms.
• IOD Processing
o Administer the completion of the application forms as soon as the process is instituted follow-up (First, progress, final, resumption reports) and reporting.
o Maintenance of records and filing of documents on IOD Consolidated file as well as on employees personal files.
• Medical Aid Administration
o Attend to queries relating to medical aid.
o Advice HR of any changes pertaining to the various medical aid schemes.
o Advice Medical Aid schemes with regards to termination of membership when employees resign or join other medical aid schemes.
• Audit & verify information for the Payroll
o Run the payroll and verify input against instructions from the business leaders and HR.
o Verifies the following:
o New Engagement/reinstatements
o Terminates/transfers
o Retrenchments/retirements/applications for tax directives
o Deaths
o Tax
o Signing off of checklists
o Check and sign off variance reports for the payroll and provide to Divisional Financial Heads for sign off.
• Report writing
o Prepare and complete numerous TCTC changes that require spreadsheet extraction for business to sign off.
o Produce quarterly leave liability reports
o Print monthly ad hoc reports for the business.
o Administer HR online for the Group
• Day to Day Adhoc activities
o Confirm employment when requested.
o Prepare EFT for Adhoc payments
o Filing

Qualifications and Skills Required:

• Grade 12
• A minimum of 5 years’ experience as a payroll administrator
• VIP experience
