CHIEF FINANCIAL OFFICER (TEMP) - Johannesburg
SALARY: MARKET RELATED

1. Purpose of the Role

1.1. To support the Chief Executive Officer and SETA Executives in the execution of their functions.
1.2. To establish effective and efficient administration, management and control systems to ensure sound financial and supply chain management within the SETA.
1.3. To manage and control the SETA’s payroll and all related activities and outputs thereby ensuring that the right people are paid the right amount at the right time.

2. Key Responsibilities

2.1. Strategic Management and Integration
? Work closely with the CEO and senior colleagues to shape and manage the long-term strategic objectives of the SETA.
? Formulate and implement the consolidated functional operational plan.
? Drive the formulation and regular review of financial management delegations of authority.
? Drive the formulation and regular review of financial management policies.
? Drive the formulation and regular review of financial management procedures.
? Set component and individual performance and service delivery standards and monitor achievement.
? Contribute to the development of a positive public image of the SETA by the communication of objectives, successes and constraints.

2.2. Financial Analysis and Evaluation
? Compile monthly detailed revenue projections.
? Reconcile and report on all sources of revenue.
? Manage, reconcile and report on levy income.
? Analyse financial information to promote the efficient use of resources and procedures.
? Conduct financial analyses to accurately quantify the financial implications of operational decisions.
? Investigate complex financial transactions and prepare reports summarising the findings.
? Manage the audit process through effective coordination and preparation for financial audits.
? Prepare reports regarding audit findings, outlining discrepancies and recommending corrective action.
? Compile the annual financial statements in accordance with generally accepted accounting practices and submit to the appropriate stakeholders.
? Present the financial state of affairs of the SETA, its business, financial results, its performance against predetermined objectives and its financial position in the annual report and audited financial statements.
? Manage the treasury including:
? banking and the associated administration.
? return on investment and interest rates.

2.3. Operational Budget Management
? Manage, reconcile and report on budget allocations.
? Oversee finance costs to ensure the optimal utilisation of budgets.
? Provide input regarding the formulation of the operational budgets.
? Manage the commitment schedule for discretionary projects and be the primary liaison with operations relating to discretionary projects.
? Ensure completion and consolidation of national operations capex budgets, including collation of information and liaison with regions.

2.4. Financial Management
? Monitor accountability for and achievement of financial management objectives through meetings, reports and objective assessments.
? Liaise and agree with the respective managers expenditure budgets that are balanced to the service specification, income and resource availability.
? Monitor income, particularly significant non-guaranteed sums, to ensure that income is in line with the agreed performance and non-guaranteed income is not used to underpin ongoing expenditure commitments.
? Ensure effective, efficient, economical and transparent use of SETA resources.
? Ensure effective and appropriate steps are taken to collect all money due to the SETA and prevent unauthorised, irregular, fruitless and wasteful expenditure and losses resulting from criminal conduct.
? Manage available working capital efficiently and economically.
? Oversee the settlement of all contractual obligations and payment of all money owing within the prescribed or agreed period.
? Ensure effective and appropriate disciplinary steps are taken against any employee who contravenes or fails to comply with financial management prescripts of SETA or undermines the financial management and internal control system of the SETA.
? Establish and maintain financial management; and accounting administrative, management and control systems.
? Manage and monitor accountability for and achievement of financial management objectives.
? Manage SETA salary and payroll administration.
? Manage SETA ledger and debt account reconciliations.
? Ensure monthly and annual system closures are completed in accordance with accounting requirements.
? Manage the electronic financial system(s) to ensure security and optimal utilisation.
? Monitor the effectiveness of financial operations through the assessment of key financial performance indicators.

2.5. Supply Chain Management
? Manage and monitor the accountability for and achievement of supply chain demand objectives through meetings, reports and objective assessments to ensure:
? acquisitions for current financial year are extracted and analysed.
? anticipated acquisitions for next financial year are listed and prioritised.
? a needs assessment is submitted by all managers, consolidated and includes:-
o historical review of previous year’s spending patterns
o preferential procurement strategy in relation to specific commodities
o commodity analysis of what is required by whom
o industry analysis which guides specifications, informs costing parameters and classifies suppliers
o optimum acquisition methods based on anticipated purchase volumes
o economic order quantities and delivery lead times.
? Approve the acquisition plan which indicates:
? goods to be acquired in the new financial year
? sourcing strategy
? specification of goods and services.
? Ensure that supplier profiles and strategies are determined to acquire goods and services according to the preferential procurement strategy.
? Ensure all supply chain processes are documented in a user-friendly format and governed by clear policy parameters.
? Monitor supply chain practices against standards and approved policy regulations.
? Monitor adjudication to ensure alignment with the Preferential Procurement Strategy.
? Ensure declarations and conflicts of interest are managed and resolved in accordance with SETA prescripts.
? Ensure contracts reflect specifications on the acquisition plan.
? Investigate variations of goods ordered to the acquisition plan.
? Ensure asset disposal exercises are conducted according to the disposal plan.
? Validate loss control reports for quality and losses on a monthly basis.
? Ensure that a loss analysis is conducted to identify trends and security shortcomings

2.6. Asset Management
? Monitor and manage the achievement of asset management objectives and ensure that:
? asset and consumables registers are in place, accurate and updated at the predetermined time.
? asset acquisition, management, maintenance and disposal are in accordance with SETA policy guidelines and performance standards.
? reporting is undertaken as mandated.
? the asset register is reconciled with acquisitions on a monthly basis.
? asset and consumables stock takes are conducted on an annual basis and results monitored, reported and actioned to better secure SETA assets.
? loss control is managed in accordance with legislative and regulatory requirements.

2.7. Functional Leadership
? Lead and develop staff within the context of the Labour Relations Act, Employment Equity Act, Basic Conditions of Employment Act and the Skills Development Act.
? Monitor staff performance and provide regular feedback.
? Manage staff activities, ensuring service levels are met and protocols are adhered to.
? Coach and support staff where necessary to achieve objectives.
? Manage staff leave and general time management issues in line with organisational deliverables and standards.
? Manage and deliver on succession plans to enable the development of a future generation of leaders and specialists and ensure optimal turnover and retention levels are maintained.
? Champion staff training and development through the utilisation of available training opportunities or contributing to the development of new training solutions.
? Conduct regular performance appraisals with subordinates.
? Establish sound staff and labour organising and communication structures and systems.
? Lead the team towards meeting the strategy and targets through regular communication and utilisation of the full organisational talent management tool set.
? Drive employment equity within the team to ensure that diversity is achieved at all levels and that statutory targets and requirements are met.
? Develop and manage high performance multidisciplinary teams in order to solve problems within the SETA.
? Conduct regular meetings and ensure that records are kept and shared across the team and that action plans agreed to within team meetings are delivered upon.
