About the company:

A non-profit company, providing free, comprehensive health services to communities nationwide is recruiting for a Compliance Officer.

Duties Include:

Contract management
• Ensure all responsibilities and requirements of partners are defined and agreed
• Provide oversight for drafting, communication and finalisation of contracts
• Administer all funder contracts and maintain contracts register

Budgeting
• Negotiate and finalise budgets with partners
• Support the operational and financial compliance requirements of the grants
• Liaise with partners regarding cash flow forecasts in order to facilitate budget management

Compliance and Administration
• Implement the strategy and vision of the unit
• Review and keep unit policies and procedures updated
• Ensure that the organisation, subcontractors and partners comply with all rules and regulations
• Ensure that all grant registrations and internal TB HIV Care registrations are up to date
• Monthly financial monitoring of sub-recipients/subcontractors
• Performing risk assessments and conducting regular site visits
• Provide guidance and oversight with respect to internal reviews conducted
• Ensure compliance with Protection of Personal Information Act (POPIA)

Stakeholder engagement
• Maintain and build relationships with external stakeholders (funder, government, auditors etc.)
• Maintain and build relationships with internal stakeholders (unit and programme managers etc.)
• Communicate effectively regarding contractual obligations

Capacity building
• Responsible for assessment and identification of needs of partners/subcontractors
• Develop and maintain standard operating procedures for partner capacity management
• Conduct on-site monitoring visits and provide feedback to management and partners
• Follow up on recommendations to build partner capacity

People management
• Ensure the team is adequately trained and resourced to meet objectives
• Facilitate problem solving and collaboration
• Conduct annual performance appraisals
• Provide the team with a vision of the organisation’s objectives
• Motivate and inspire team members
• Coach and develop team members

Requirements:

• Chartered Accountant (CA(SA)) or similar qualification
• At least 3 years’ audit experience
• At least 2 years’ experience in international donor contract management
• Knowledge and exposure to PEPFAR and Global Fund rules and regulations
• People management experience
• Valid driver’s licence
• Clear criminal record
• Clear credit record
