Purpose statement
To support the Group IT Officer in design, development, implementation and maintenance of information systems within the Efficient Group.
Position in the organisation

Reports to:
Group Information Technology Officer
Job objective Deliver information systems to support the strategic objectives of the Group. Ensure the effective use of information systems throughout the Group.

Duties
Responsible for all administrative functions related to information systems development, implementation, and maintenance. Supervises and coordinates activities of project resources by determining work procedures, preparing work schedules, and expediting workflow. Responsible for assigning duties and ensuring conformance to company policies, procedures, and governance processes.
Project Management + Develop/Compile detailed project plan with milestones
+ Liaise with and manage external service providers
+ Liaise with internal clients and other role players
+ Ensure adherence to project timelines and on-time delivery
o Problem solving and revision of project plan when required
+ Reporting in-line with project governance on the following:
o All technical aspects of projects
o Delivery, delays and issue resolution on project deliverables
o Formal reporting of all governance meetings – reports to inform GITO report back to GMB
o Any other project reporting as identified
+ Ensure strict project governance according to agreed procedures and standards
o Track and report on progress as per agreed project governance structure
+ Ensure project is kept within scope and advise GITO if scope adjustment is required
+ Establish, manage and co-ordinate project team as required from time to time
Systems Development + Ensure best practice is followed in the development of information systems
+ Continuously assess all systems and development on a technical level
o Ensure best practice is followed in selected appropriate programming environments
+ Assist with implementation and user adoption training for any new software
+ Constantly evaluate existing and new systems' fit for purpose use within EFG
+ Manage and oversee user awareness training & content distribution
+ Regular feedback and updates to internal stakeholders and management
Budget and Financial Controls + Compile project budgets as required
o Obtain management approval and sign-off before project implementation
o Liaise with finance to ensure adherence to financial framework
+ Strict control of budgets and costs of all projects
+ Report back on actual vs budgeted costs
+ Regular feedback on financial performance of projects as agreed from time to time
People & Service Providers + Issue written and oral instructions
+ Standardise procedures to improve efficiency of subordinates and other human resources
+ Manage SLA’s of service providers and ensure on-time delivery
+ Handle and resolve complaints
+ Manage Service provider support functions and ensure support is effective
Job Evaluation Criteria Formal Education
+ Bachelor’s degree in Computer science / Information Systems / etc
+ Relevant Project Management Qualification (Prince II/ PMI or PMBOK)

Experience:
Minimum of 10 years’ experience in Project Management and Software Development

+ Extensive project management experience in a software development environment
+ Knowledge of SDLC methodology
