Managing of the coal handling , stockpiling of coal produced from the pit, loading and dispatching trucks, receiving trucks, offloading trucks, crushing and screening of coal, stockpiling product coal, coal sampling and analysis (Quality control), reconciling tons with specs delivered, reporting, manage the operators, weighbridge clerks and the other team members and Health & Safety implementation

Duties & Responsibilities
Health & Safety

Reciving Coal Collection trucks

Let all safety files in place and keep up to date

All personal working on site have done inductions and kept on record.

All personal have done medicals and kept on record

Every Truck delivering coal and yellow equipment machines operating on site have been inspected and signed off by the Mine Engineer to be roadworthy before it can deliver or operate on site.

Weekly and daily checklists on machines are done and kept in a file for safekeeping.

Ensure all required Safety signs are in place Ensure all aspects of safety must be adhered too Ensure daily tool box talks are conducted.

Ensure all risk assessments, COP’s, SOP’s, are adhered to.

Every incoming truck must be checked against the contract on ERP. Based on this the truck must be allowed to enter the mine premises by the security.

Security must check truck, fill in logbook and driver must sign in. Shift Supervisor to communicate with security over radio to allow the truck to enter the mine.

Truck must be weighed empty and Truck must be directed/shown where to load the coal and the Shift Supervisor must ensure that the correct coal is loaded from the correct stockpile as per quality of coal. At all times mixing of different types of coal should be avoided.

Truck must be weighed again after offloading to get full weight and net cargo weight. Delivery note must be handed over to weighbridge clerk to along with mentioning the stockpile name, coal seam name, sizing of coal and source of coal (mining block name).

Loading and off-loading weights must be recorded in excel spreadsheet and reported on a daily basis.

The Shift Supervisor must also record the entry and exit time for each truck and determine the total cycle time spent inside the Coilery for loading of coal and report this on a daily basis. The Shift Supervisor must ensure that the cycle time must at all times be less than 30 minutes.

Stockpiling

Recons, with loads tonnages, and specs as per stockpile to get the average specs for the batch

Ensure the stockpile plan is always updated adhered to, present the same on a weekly basis.

Clearly mark and differentiate all coal stockpiles with proper signage and fire breaks of at least 8 meters within stockpiles based on the advise of the grade controller.

Maintain the age of each stockpile.

Monitor the temperature of each stockpile on a daily basis and report the same.

Ensure the stockpiles above 45 degrees in temperature or stockpiles showing indications of self-combustion (smoking, steaming) are immediately handled or tossed, burning coal moved and re-stockpiled.

Ensure that the stockpiles sizes are limited to a maximum of

3000 tons for product coal and 10 000 tons for ROM coal.

At all times ensure that Top & Bottom Seam coal are stockpiled separately and coal from different blocks are stockpiled separately.

Maintain daily stock balance per stockpile, based on receipts and dispatches from weighbridge slips.

Ensure no contamination of coal takes place. Report any contamination of coal immediately in the whats app group and via email.

Prepare and submit a daily reconciliation of all coal received and dispatched in an excel sheet with stockpile names, stockpile creation date, age of stockpile, temperate, last date stockpile was tossed for cooling,

tonnage per stockpile, receipt into each stockpile, dispatch from each stockpile, coal seam same, mining block number, samples taken per stockpile, analysis results per sample.

Prepare and submit a monthly reconciliation based on the daily reconciliation.

Reconcile loading tons with offloading tons from weighbridge certificates issued and received at the destination. Take action immediately in case of difference larger than 1% between loading and offloading weights.

Any loads that are loaded but not offloaded or received at the destination must be highlighted on a daily basis and immediate action must be taken to locate the same.

Enforce penalties on the transport contractor if coal received is less than loading weight and the difference is in excess of 1%.

Enforce penalties on the transport contractor through the Siding Manager If any loads of coal are not received at the destination.

General Maintenance of site(housekeeping)

Make sure site is clean at all times.

Ensure the mining contractor builds adequate sumps and drainage systems around the stockpiles and working areas such that no accumulation of water takes place within the stockpiles, roads and working areas.

Radios are in working order at all times and ensure continuous communication is in place with the weighbridge clerks security and machine operators.

Ensure proper General Management/housekeeping of the stockpiles, weighbridge offices, around the weighbridge area and crushing and screening area is done on a daily basis and no littering takes place.

Ensure roads to all stockpiles are built by the mining contractor with a minimum height of 0.75 meters and shaped such that no water accumulation takes place on the roads.

Ensure the roads are maintained on a daily basis by the mining contractor and are always in driveable conditions for the machines, LDV’s and transport trucks.

Dust Suppression

Ensure that all roads, coal stockpiles are watered as required to achieve adequate dust suppression, by the mining contractor.

The mining contractor is required to have sufficient water carts operational to ensure adequate dust suppression takes place.

Yellow Plant and Equipment

Ensure all yellow equipment are in a good working condition.

Ensure that all the yellow plant and equipment (front end loaders, mobile crusher, mobile screens, light ) are washed and cleaned on a daily basis, both interior and exteriors.

Ensure that the pre-use check list is filled on a daily basis. Ensure that the yellow plant and equipment are serviced on time as per the OEM’s specifications.

Ensure that all incidents, accidents on the yellow plant and equipment are reported immediately to the SHEQ Manager, Mine Engineer, Mine Manager, Assets Controller and Insurance Controller and follow up the action on the same.

Light Delivery Vehicles

Ensure that the LDV used is washed and cleaned on a daily basis, both interior and exteriors.

Ensure that the pre-use check list is filled on a daily basis. Ensure that all incidents, accidents on the LDV are reported

immediately to the SHEQ Manager, Mine Engineer, Mine

Manager, Assets Controller and Insurance Controller and follow up the action on the same.

Ensure that the LDV is serviced on time as per the OEM’s

specifications.

Lighting

Ensure adequate lighting signage are in place for

operation of the trucks at the weighbridge, roads and coal stockpiles during the day and night shifts.

Human Resources and Team

Leadership

Prepare shift rooster for the team including weighbridge clerks, machine operators.. etc)

Daily check the attendance and tardiness of the team. Carry out disciplinary process as required.

Provide leader ship to the team.

Tons moved/delivered by Transporters and the quantity of

Daily cycle times achieved for trucks for the trip from mine

Monthly report e-mail which should be kept up to date every day to destination, and time inside the mine per trip.

Total tons moved/delivered for the day, and stock situation on the mine early every morning.

Reconcile loads dispatched in numeric order by date with loading and receiving weighbridge tons waybill numbers, truck number plate numbers to see if everything has been delivered and if required liaise with destination and transporter on daily basis with loads received to reconcile and to verify any missing loads or outstanding loads.
