This position which is with an NGO, is based in East London, Eastern Cape and is on a one-year fixed term contract which is renewable subject to the availability of funding and the incumbent’s performance.
The salary is R27,000-00 per month, Cost-to-Company (CTC).

Duties and Responsibilities:
• Ensure an effective and efficient procurement system:
o Administer the process of enlisting and screening suppliers in compliance with the
principles guiding the organisation’s procurement and the donor requirements;
o Co-ordinate the performance of due diligence on potential suppliers/service
providers;
o Maintain an accurate database of service providers/suppliers and the goods and
services they offer;
o Support staff to develop procurement requests for goods and services and
subsequent steps through the procurement cycle;
o Ensure that purchase orders are issued before goods and services are supplied;
o Liaise with procuring units and suppliers to ensure that orders are fulfilled on time;

• Manage tenders:
o Co-ordinate the tender process including maintaining appropriate evidence of
compliance with procurement requirements;
o Support the meetings of the tender committee and ensure all proceedings are
minuted;

• Contracts management:
o Support the Procurement Manager to negotiate contracts with suppliers and service
providers;
o Assist the Procurement Manager to review procurement contracts and any other
related agreements to ensure that the organisation’s interests are protected;
o Maintain an accurate and up-to-date database of current contracts including annual
review of contracts;
o Track the organisation’s financial commitments in current contracts;
o Implement close-out procedures for all contracts to ensure that all obligations have
been met by all parties;

• General administration:
o Maintain an accurate filing system for procurement related materials and ensure that
supporting documents can be easily retrieved when required;
o Obtain BEE certificates from suppliers and service providers;
o Prepare periodic reports for the Procurement Manager;
o Comply with the organization’s financial policies and procedures;

Minimum Requirements
o Degree/National Diploma in Finance, Procurement Management or Business Administration;
o At least 3 years’ relevant experience in procurement preferably in an NGO environment;
o Knowledge of international donors’ procurement processes;
o Excellent planning and organization skills;
o Excellent verbal and written communication skills;
o Excellent interpersonal skills
o Self-motivated and able to work under limited supervision;
o Ability to use software packages;
o Ability to work under pressure and meet deadlines in a highly pressurized work environment;
