Our Client an internationally recognized non-profit organisation who provide health care services throughout South Africa to both the general population and communities at increased risk for HIV and TB, including adolescent girls and young women, sex workers and people who use drugs.

POSITION AVAILABLE : Quality Improvement Advisor based in King Cetshwayo - Fixed Term (1 year) in line with funding

Purpose of the position

The quality improvement (QI) advisor will manage a dynamic team to optimise programme performance using QI methodology. A proactive approach to the coordination and management of QI methodology will enhance TB surveillance deliverables. The incumbent will provide mentoring, coaching, guidance, coordination of QI methodology- linked activities. There is a close working collaboration that includes QI coaches, QA/I managers plus core facility (DoH / THC)-based role players.

Main job tasks, duties and responsibilities

1. Quality improvement (QI) methodology in health care
* Provide QI methodology support to stakeholder teams and QI coaches:
* Analyse and interpret data to identify opportunities for improvement
* Support and monitor quality improvement projects in stakeholder-based TB programme
* Build a quality improvement environment with stakeholders
* Conduct training and learning sessions relating to QI methodology
* Support QI coaches with facility-based QI activities
* Provide technical assistance to stakeholder QI teams and QI coaches
* Mentor QI coaches to conduct interventions towards achieving the multi-facility project aims including:
* Use data to identify bottlenecks and underlying causes
* Develop, test and disseminate change ideas to close gaps
* Track data over time to draw periodic reports
* Display QI activities and run charts at facility-level
* Assist facilities to develop SOP’s for implementing successful change ideas
* Author reports, maintain records of all working procedures, development and implementation of new procedures and standards
* Follow-up on the implementation of changes HRTEM050
* Guide stakeholders in the development, implementation and measuring of QI initiatives
* Support QI coaches with the identification of areas for intervention and report on QI successes
* Support the use of prescribed data tools to track progress within and across project facilities at facility or sub-district level

2. Mentoring
* Work closely with the QI coaches and stakeholder to maintain QI methodology activities across all facilities
* Provide QI methodology coaching and mentoring as required, to transfer QI skills
* Support the facilitate QI-linked training and learning sessions as per work plan and stakeholder needs
* Apply adult education methodology
* Conduct ongoing feedback sessions with THC managers and employees

3. Liaison with stakeholders
* Liaise with internal and external role players and maintain a current understanding on all aspects of QI methodology, including policy and guidelines

Education and Experience
* Bachelor’s degree in Health Sciences or post-basic nursing education qualification
* Accredited post-graduate qualification in management
* Certificate in quality improvement (QI) methodology is essential
* 3-5 years’ post-basic experience in QI methodology within the district health system (HAST and TB)
* 3 years in a management or supervisory position
* Proficiency in district health data management systems (, Web-DHIS, THIS data)
* Fluent in English and Afrikaans/ isiXhosa
* Valid driver’s licence
* Clear criminal record
* Ability to travel within the Cape Metro region

Key skills and Competencies
* Conversant with South Africa’s National Strategic Plan on HIV, TB and STIs 2017 - 2022 (NSP) and the Treatment and Retention Acceleration Plan (TRAP)
* Knowledge of government guidelines and protocols for HIV and AIDS management
* Previous work experience in NGOs or funded programmes
* Must have experience in TB and HIV prevention and management
* A proven track record in delivering QI interventions
* Flexibility to work at a number of geographically dispersed sites
* Very good interpersonal skills
* Ability to trouble shoot and problem solve
* Advanced negotiating skills
