Job Description

Responsible to apply one’s knowledge of construction (materials, methods, tools and equipment involved in the construction of highways and roads)
Identify resources to complete bids
Identify potential risks and opportunities
Reviewing and evaluating requests for estimates
Responsible for all bid administration
Preparing weekly bid calendar and ensuring timely completion of estimates
Compile comprehensive analytical net cost estimates for project quantities and costs in the preparation of Studies and Tenders (as required) on a timely and cost-effective basis with compilation of quotes and relevant rates. This will include preliminary items in line with the Company’s standards to win work
Computing cost factors and prepares estimates used for management purposes such as planning, organizing and scheduling work, preparing tender & study estimates, and determining cost effectiveness
Preparing and presenting tender documentation
Manpower planning, scheduling and project costs
Supervisory responsibilities
Working from current costs supplied from the chosen and approved suppliers
Consult with clients, vendors, or other individuals to discuss and formulate estimates and resolve issues
Conditions of contract (e.g. JBCC, NEC, FIDIC, GCC 2010)
Extracting components and quantities from the specifications
Extracts components and quantities from the specifications and provides total prior cost budget for a project
Obtaining technical information where needed, flowcharts and diagrams from the engineering team
Resourcing, developing and maintaining information to gain better pricing, subcontractors materials/products, vendors etc.
Attending departmental meetings when needed
Responsible for Management of personnel resources which includes motivating, developing, monitoring performance and delegating staff.
Understanding and adhering to the Basic Conditions of Employment Act, Labour Relations Act, company procedures and policies

Minimum Requirements

Relevant National Diploma/Degree in Building Management/Civil Engineering/Quantity Surveying
12 - 15 years experience within the construction management and estimating
Good communication and people interaction skills with strong analytical and negotiation skills
Knowledge on conditions of contract such as JBCC, NEC, FIDIC etc.
Must have a valid driver’s license
