STRATEGY AND PLANNING ANALYST

REPORTS TO: Senior Manager: Monitoring and Evaluation

REQUIRED QUALIFICATIONS AND EXPERIENCE

• Matric/Grade 12
• A Bachelor’s Degree or NQF 7 equivalent in Public Administration/ Management, Monitoring and Evaluation; Information Management, Project Management or other relevant academic qualification.
• At least 5 years working experience within the broader public sector of which 3 years must be within the Strategy, Planning, Performance Monitoring and Evaluation
• A minimum of 2 years’ experience in project management
• Research experience an advantage
• Knowledge of performance audits and statistical background an advantage
• Knowledge of systems and processes of outcome-based governance

• Willingness to embrace a variety of tasks, including fieldwork, tool (instrument) development, modelling and data analysis

PURPOSE

To facilitate the development, implementation, maintenance and promotion of a uniform strategic, annual and operational planning system for the ORGANISATION. To facilitate the development of M&E systems and ensuring its implementation by stakeholders.

Responsibilities:

FINANCIAL

• To contribute to the development and implementation of the Operational Performance Plan of the SPME Unit.

RISK MANAGEMENT

• To implement and adhere to risk management systems and processes.
• To adhere to contract management processes of the institution.
• To ensure that the SPME function and Office of the Secretary has a clean audit and does not expose the institution to audit findings.

PLANNING

Coordinate the Medium Term Strategic Framework (MTSF) outcomes within ORGANISATION

• Develop MTSF outcome indicators and targets for the ORGANISATION in response to the National Development Plan (NDP) and sector plans.
• Facilitate the alignment of Committees and Programmes deliverables and indicators to the MTSF outcomes and targets.
• Develop and align the strategic plan of the ORGANISATION to the MTSF
• Participate and represent the department in the relevant fora (e.g. outcomes implementation forum

Organize and facilitate operational planning workshops/ session:
• Develop planning calendar and schedule the dates for operational planning.
• Facilitate the review of the GL strategic goals and objectives
• Conduct environmental scan
• Review and develop planning templates
• Provide guidance and support on the implementation of operational planning guidelines.
• Ensure the alignment of outputs on the operational plans with the set indicators through verification processes with stakeholders
• Coordinate the development of the strategic and operational plan documents.
• Provide guidance and support on the implementation of strategic and operational planning guidelines.
• Develop SMART planning indicators in line with the relevant prescripts and frameworks.

Provide support service with regard to the administration of strategic and operational planning.

• Ensure all relevant documentation is available to internal stakeholders.
• Analyse and edit the draft operational plan from the branches.
• Coordinate the printing and distribution of operational and strategic plans to the relevant stakeholders.
• Liaise with directorate on operational planning principles and activities.
• Attend to enquiries and queries from stakeholders.
• Provide support in the collating and consolidation of inputs into the strategic plan from the various stakeholders.
• Conduct research on baselines for planning
• Provide support in midterm reviews and realignment of departmental APP

Develop, review and update guidelines for operational planning
• Develop guidelines for operational planning.
• Review and identify gaps in the current operational planning guidelines and make recommendations for improvement.
• Consolidate recommendations and inputs for adoption by the relevant stakeholders.
• Ensure the guidelines are published and accessible for all users.

MONITORING

• To maintain a comprehensive tracking system to collect, capture verify and analyse information
• To develop manuals on data quality, flow and feedback, reporting and tools
• To monitor implementation of the, Annual Performance Plans, Operational Plans and budgets against the five-year Strategic Plan
• To prepare regular statistical analysis of ORGANISATION performance reports
• To maintain and further develop the LIMS component of the SPME system

EVALUATION

• To coordinate the collection of baseline data for strategic plans, annual performance plans and operational planning purpose.
• To evaluate and assess Institutional performance per Stream against the approved, Strategic Plan and Annual Performance Plans.

RESEARCH

• To identify best practice SPME analysis tools.
• To gain approval for implementation of such initiatives and drive implementation using approved project management methodology.
• To conduct relevant research related to SPME, write and/ or edit reports
• Contribute to data and knowledge management within ORGANISATION
• Participate in on-going internal skills development and training

REPORTING

• To provide support to stakeholders in preparing reports for SPME purposes.
• To review monitoring reports, analyse them for impact evaluation.
• To report on the implementation of the, Annual Performance Plans, Operational Plans and budgets against the five-year Strategic Plan
• To provide a consolidated ORGANISATION SPME Report to the SPME Senior Manager
• To assist Directorates in the development and maintenance of reporting systems

STAKEHOLDER MANAGEMENT

• To foster participatory planning, monitoring and performance reporting by creating awareness amongst primary stakeholders on SPME processes and tools.
• To train ORGANISATION managers and staff in use of SPME tools.
